Job Summary The Federal Records Management Subject Matter Expert (SME) is responsible for providing expert guidance, policy development, training, and compliance support for federal records management programs. This position supports the implementation and administration of records management initiatives in accordance with the Federal Records Act, National Archives and Records Administration (NARA) regulations, and Department of Defense (DoD)/Office of the Secretary of Defense (OSD) policies. The successful candidate will advise leadership on records management best practices, develop and deliver training programs, conduct records management assessments, and support the development and implementation of records retention and disposition strategies across the organization. Responsibilities Serve as the organization's subject matter expert on federal records management and information governance requirements. Develop, implement, and maintain records management policies, procedures, standards, and operational guidance. Ensure compliance with the Federal Records Act, NARA regulations, federal records management requirements, and DoD/OSD policies. Analyze and interpret records management regulations and provide recommendations to leadership regarding compliance and program improvements. Develop and deliver records management training programs for audiences ranging from small workgroups to large organizational audiences. Create training materials, user guides, presentations, job aids, and instructional resources supporting records management initiatives. Conduct records management assessments and compliance reviews to identify gaps, risks, and opportunities for improvement. Support the development, implementation, and maintenance of records retention and disposition schedules. Analyze agency-specific records schedules and NARA General Records Schedules (GRS) to ensure appropriate records disposition practices. Provide guidance on records lifecycle management, including creation, maintenance, retention, transfer, archival preservation, and disposition. Coordinate the retirement, transfer, and accessioning of records to the National Archives and Records Administration (NARA). Prepare reports, findings, recommendations, and executive-level briefings for government leadership. Advise program offices on records management responsibilities and regulatory requirements. Support audits, inspections, records inventories, and compliance initiatives. Education and Experience Minimum of 5 years of experience applying records management principles within a federal government environment. Minimum of 5 years of experience developing and implementing records management policies and procedures in accordance with: Federal Records Act requirements Applicable federal records management regulations NARA records management guidance Department of Defense (DoD) records management policies Office of the Secretary of Defense (OSD) records management directives Minimum of 3 years of experience developing and delivering records management training in multiple instructional formats, including: Instructor-led training Virtual training Workshops Briefings Training sessions for small groups (fewer than 10 participants) Training sessions for large groups (more than 30 participants) Minimum of 3 years of experience implementing NARA regulations at the federal government level , including: Development and application of records disposition schedules Analysis of agency records schedules Analysis and implementation of NARA General Records Schedules (GRS) Records management program assessments Retention and transfer of records to NARA Records lifecycle management and compliance reviews Minimum of 2 years of experience preparing and delivering written and oral briefings to mid- and senior-level DoD personnel (GS-13 and above). Must possess a Certified Records Manager (CRM) credential from the Institute of Certified Records Managers (ICRM) or an equivalent accredited records management certification. Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution in any discipline Required Skills Experience supporting DoD, OSD, Joint Staff, or other federal agency records management programs. Experience with electronic records management systems (ERMS) and information governance platforms. Familiarity with digitization initiatives, electronic records modernization, and records lifecycle automation. Experience conducting enterprise records inventories and records management maturity assessments. Additional certifications related to information governance, archives management, or knowledge management. Desired Skills Expert knowledge of federal records management statutes, regulations, and standards. Advanced understanding of NARA policies, General Records Schedules (GRS), and records disposition requirements. Strong knowledge of DoD and OSD records management programs and compliance requirements. Ability to develop practical policy guidance and implement records management solutions. Exceptional training, facilitation, and presentation skills. Strong analytical and assessment capabilities. Excellent written and verbal communication skills. Ability to prepare executive-level reports, recommendations, and briefings. Strong organizational skills with the ability to manage multiple priorities and deadlines. Ability to work independently and provide expert-level consultation to government leadership and stakeholders. Security Clearance Must possess a current, final, and fully adjudicated Top Secret security clearance.
