Position overview

The Illinois Department of Corrections is seeking to fill the position of DOC Operations Telecommunications Manager. This position will serve as a full-line supervisor, providing guidance and training to assigned staff, and counseling staff regarding work performance. In addition, this position serves as Staff Assistant to the Telecommunications Administrator, assisting in the implementation of statewide telecommunications and individual in custody technology services that affect systems installation, adjustments, and maintenance for IDOC, Reviewing and modifying contracts to ensure agreements are within the guidelines of IDOC for individuals in custody communication through phone, video, and electronic messaging policies and procedures. Essential Functions

• Directs and coordinates the Agency Telecommunications Unit
• Serves as Staff Assistant to the Telecommunications Administrator
• Monitors statewide contracts for individuals in custody communications resources (phone, tablet, video, and electronic messaging)
• Directs, coordinates, and supervises the installation, alterations and maintenance of telecommunications systems and data wiring for the agency.
• Serves as full line supervisor
• Organizes, plans, and executes Agency Telecommunications Unit services
• Coordinates with all IDOC and facility staff on requests and repairs related to equipment and correlating software
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in electronics, telecommunications, or data processing
• Requires three (3) years of progressively responsible administrative experience in the fields of management information systems, data processing, or telecommunications

Preferred Qualifications

• Prefers at least four (4) years of professional experience implementing policies and procedures and applying principles and practices to new practice
• Prefers at least four (4) years of professional experience performing technical evaluation of communications systems or networks
• Prefers at least four (4) years of professional experience in budgetary preparation for purchasing telecommunications equipment
• Prefers at least four (4) years of professional experience monitoring and modifying contracts specific to telecommunications
• Prefers at least three (3) years of professional experience in voice technology, video messaging, cabling infrastructure, or data circuits 
• Prefers at least three (3) years of professional experience installing and maintaining telecommunications systems
• Prefers at least three (3) years of professional experience supervising staff, assigning, and reviewing work
• Prefers at least three (3) years of professional experience utilizing software for repairing equipment 
• Prefers at least three (3) years of professional experience working with telephone systems for a large agency (more than 500 employees

Conditions of Employment

• Requires ability to pass the IDOC/IDJJ background check
• Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited
• Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
