Examples of Duties
Purpose of Position

Under general supervision, protects and serves the citizens of the City of Clinton. Enforces state and local laws.

Performs specialized police operations, including those in the Police patrol program and others. Patrols the assigned area or neighborhood and responds to emergency calls to protect persons or property from criminal and civil matters, as well as other hazards. Answers non-emergency calls for service. Completes all associated paperwork as required. Performs related work as assigned.

Essential Job Functions
  • Police Officer I Functions
  1. Answers requests for service involving automobile accidents, misdemeanors, felonies, burglaries, and a wide variety of domestic-related disturbances involving, but not limited to, assistance with mentally or physically ill persons, neglected children, etc. Interview persons with complaints and inquiries to make proper disposition or direct them to the appropriate authorities.
  2. Conducts major and minor accident investigations and preliminary investigations at the scenes of crimes; conducts larceny and burglary investigations; administers first aid to persons; gathers evidence; locates and questions witnesses in court.
  3. Patrols a designated area of the City in a patrol car, prevents and discovers the commission of crime; apprehends and arrests criminals and offenders; signs and serves warrants; enforces vehicle and traffic laws; conducts property checks when residents are out of town; makes police presence known in a manner that contributes toward deterrence of law violations.
  4. Participates in specialized police work on an assigned basis, including crime prevention, community relations, and school liaison programs.
  5. Transports prisoners as needed; transports and/or escorts funds to and from banks.
  6. Responds to medical service calls, administering emergency medical aid to victims as required.
  7. Participates in a continuing program of training, instruction, and attendance at scheduled drills and classes.
  8. Performs assignments and instructions in accordance with Departmental rules and regulations, which are received in general terms from a superior officer who reviews work methods and results through reports, observations, and discussions.
  9. Provides assistance to other police officers and other departments as needed.
  10. Directs traffic as required; maintains traffic during special events such as parades.
  11. Receives, reviews, and processes various reports and records, including vehicle maintenance records, property lists, warrants, NCIC papers, incident reports, traffic reports, traffic tickets, booking reports, etc.; prepares and processes incident reports, wreck reports, laboratory reports, training reports, etc.
  12. Operates, utilizes, and maintains a variety of law enforcement equipment and tools, including a patrol car, NCIC computer, radio, camera, computer/tablet, and other specialized electronic equipment.
  13. May be required to train, obtain, and maintain First Aid/CPR/AED and First Responder Certification and respond as a first responder.
  14. This position must meet the residency requirements per city policy.
  15. This position is classified as a safety-sensitive position subject to ongoing random drug screening.
  16. Successful completion of future physical and mental fitness tests may be periodically required to maintain the position.
Police Officer, I Support Functions
  1. Performs various animal control functions, including capturing stray or deceased animals; setting traps for strays, etc..
  2. Provides law enforcement support to special events as needed.
  3. Performs related work as needed and is willing to perform assigned tasks.
  4. May be subject to night, weekend, and holiday work.
  5. May be subject to emergency situation recall.
  6. Maintain proficiency in all aspects of law enforcement training as required; attend routine and regular law enforcement training and recertification courses, maintaining training and any certifications as required or requested.
  7. Adheres to all established OSHA, departmental, and city/administrative safety and housekeeping standards. Ensures such standards are not violated.
Minimum Qualifications, Knowledge, Skills, and Abilities

Minimum Qualifications
  • Requires a high school diploma or GED from an acceptable accredited high school. Most "online" diplomas/GEDs are generally not accepted. The City of Clinton reserves the right to ascertain the validity of the document presented on a case-by-case basis.
  • Possess or be able to possess and maintain certification for Class I law enforcement officers as administered by the South Carolina Criminal Justice Academy for Law Enforcement.
  • Must be a minimum of 21 years of age.
  • Possess and maintain a valid South Carolina Driver's License and a good driving record.
  • Operates within all established routine working, personnel, ethical, and safety guidelines, rules, and regulations.
  • Must be able to pass all physical and psychological demands of the position, including a pre-employment physical and psychological screening.
  • Must be able to physically, emotionally, and mentally handle the demands and high stress, crime, and vehicle scenes, and deal with a variety of people and situations at their worst.
  • Must meet and maintain the residency requirement policy while in this position.
Knowledge of:
  1. Has applicable knowledge of federal, state, and local rules, regulations, laws, and ordinances governing the activities of the Public Safety Department.
  2. Has knowledge of approved law enforcement practices and methods.
  3. Has considerable knowledge of the structure, functions, and interrelationships of state and local law enforcement agencies. Has the ability to read and interpret laws, ordinances, and technical materials dealing with police work.
  4. Has considerable knowledge of firearms, automotive, radio, and other law enforcement equipment. ls skilled with weapons.
  5. Knows the legal rights of accused persons and law enforcement officers.
  6. Has knowledge of criminal behavior and methods of operation.
  7. Has a thorough knowledge of the geography of the City and the location of streets.
  8. Effective methods and techniques for providing excellent customer service.
  9. Basic risk management and safety policies.
Skill in:
  1. Planning and coordinating the daily schedule to achieve established goals and maximize efficiency.
  2. Adhering to work methods and procedures that promote a safe and efficient working environment.
  3. Interpreting, understanding, and applying technical and legal reports, statutes, rules, and regulations.
  4. Oral and written communications, and the use of various telecommunications equipment.
  5. Providing outstanding customer service (internally and externally).

  10. Requires the ability to read a variety of documents and reports, such as law books, safety rules, standard operating guidelines or procedures, policy manuals, instructions in the use and maintenance of equipment, police reports, maps, etc.
  11. Requires the ability to write and prepare incident reports, wreck reports, laboratory reports, etc., with the proper format, punctuation, spelling, and grammar, using all parts of speech. Has the ability to speak before an audience with poise, control of the voice, and confidence.
  12. Apply principles of rational systems such as law enforcement, investigation, and public relations.
  13. To interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
  14. Requires the ability to record and deliver information and to follow verbal and written instructions.
  15. Requires the ability to utilize memory and form/spatial aptitude in a fast-paced environment to include distinguishing colors and shades of colors, shapes, heights, weights, time, width, and length.
  16. Requires the ability to coordinate hands to eyes to feet in using police and rescue equipment and tools; to operate motor vehicles.
  17. Requires the ability to handle a variety of tools, equipment, and controls such as law enforcement equipment, control knobs, switches, firearms, radar, etc. Must have acute levels of eye/hand/foot coordination.
  18. The ability to calmly and effectively deal with people who are frightened, upset, and injured with compassion, care, and concern.
  19. Must be adaptable to performing at peak stress when confronted with dangerous situations and emergency responses.
  20. Ability to deal with exposure to a variety of human tragedies, including, but not limited to, injuries ranging from minor to extreme, blood, automobile collisions involving severe physical injuries, structural and vehicle fires, vehicle entrapments and rescue, death, stressful crime scenes, and various other similar situations.
  21. Ability to train, wear, and use a variety of personal protective equipment typically used in the course of carrying out the duties of this position.
Physical Demands of Position
  1. Must be physically able to operate a variety of police and other law enforcement equipment and tools, including a patrol car, radar, camera, two-way radio, firearms, analysis kits, restraining/protective devices, etc.
  2. Must be able to interact in hand-to-hand contact physically, including bringing a resistive or combative subject under control through the use of physical restraint and controlling techniques.
  3. Must be physically able to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly.
  4. Ability to lift, carry, push, pull, or otherwise move objects. Physical demands at times exceed those of sedentary work and are physically demanding.
  5. Work involves sitting or standing, climbing (ascending or descending ladders, stairs, ramps, poles), balancing (maintaining body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery surfaces), and handling (seizing, holding, grasping, turning) for long periods of time.
  6. The employee is exposed to computer screens, other electronic communication screens, and equipment.
  7. The position requires the use of various pieces of personal protective equipment, including, but not limited to, full- or half-face respirators, body armor, and similar equipment, some of which require medical clearance.
Working Conditions
  1. Working conditions include office settings and outdoor environments, including extreme cold and heat, rain, snow, sleet, wind, and other weather-related conditions.
  2. This position is subject to high stress and exposure to physical harm and injury on a consistent basis.
  3. This position requires the ability to handle day-to-day exposure to crime scenes, vehicle collision scenes, medical calls involving a variety of injuries and medical conditions, and other visual, mental, emotional, and physical exposures commonly associated with police work.
  4. Position is subject to emergency condition recall at any time and may be required to provide support to other departments in an emergency.
  5. This position is a Safety-Sensitive position subject to ongoing random drug screening.
  6. Successful completion of future mental and physical fitness may be periodically required to maintain the position.
  7. This position requires the use of personal protective equipment that may require physical clearance for use. Failure to maintain such medical clearance may result in termination of employment.

Supervision Exercised

This position requires no personnel supervisory responsibility. May supervise and maintain control of subjects under arrest when escorted or transported to/from court, the station, other detention facilities, or locations.


Supervision Received

Reports to and is supervised directly by the Shift Lieutenant or the Officer of the Day in the Lieutenant's absence.
