The San Diego City Council, in its role as the Housing Authority of the City of San Diego, oversees SDHC. SDHC helps pay rent for more than 17,000 households with low income annually; is a leader in collaborative efforts to address homelessness, such as the Community Action Plan on Homelessness for the City of San Diego and SDHC’s homelessness initiative, HOUSING FIRST – SAN DIEGO, which has created more than 11,000 housing solutions since November 2014 for people experiencing homelessness or at risk of homelessness; and creates and preserves affordable rental housing, with more than 23,000 affordable units in service in the City today with SDHC’s participation. About the Department: The Real Estate Department Development Services Division role is to advance the San Diego Housing Commission’s efforts to acquire, create and preserve affordable housing. The Division is primarily responsible for the planning and execution of capital improvements and renovations of the existing properties in the portfolios of the Commission and its non-profit affiliate, Housing Development Partners, and plays an essential role in the Commission’s acquisition and development of new housing opportunities within the City of San Diego.. The Division also regularly provides construction oversight and technical support to the Commission’s Asset Management and Property Management Teams for complex repair efforts. About the Position: The Senior Real Estate Project Development Administrator is responsible for the full range of tasks associated with each assigned project from initial concept through lease-up and stabilization. The incumbent will report to the Vice President of Real Estate Development Services and will support him and occasionally work with the Senior Vice President or other teams in Development Services and Real Estate. Projects include: Homekey+ site improvements, GC monitoring, pay application review, and eventually VLC. The ideal candidate will possess affordable housing experience a plus, but not necessary. Experience with Construction oversight/monitoring, YARDI, pay app review and approval processes a plus. The Senior Real Estate Project Development Administrator is responsible for: Identifying and cultivating opportunities for acquisition, structuring project financing and management of all stages of development of LIHTC properties for low and moderate-income individuals and families. Full range of tasks associated with each assigned project from initial concept through lease-up and stabilization Knowledge of: Federal, state, local and private sources of financing for affordable housing. Ability to prepare and analyze financial documents. Experience in a range of housing development tasks, such as site selection, predevelopment, finance, architecture, and construction. Capacity to manage multiple projects simultaneously and the ability to work independently.? Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures. Multi-family real estate and/or affordable housing. Project management, financial modeling and real estate finance. Government related programs including HUD, LIHTC and other State and Federal funding sources. Architecture, building design, engineering, and construction management. Permitting, zoning, and entitlements in San Diego. Techniques for effectively representing the Commission in contacts with government agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Commission staff. Experience making presentations to local planning groups, board of commissioners, and city council. Ability to: Coordinate and administer development project activities including due diligence, acquisition, financing, hiring/managing consultants, securing necessary permits, selecting and overseeing the general contractor, and overseeing projects through construction. Oversees the architect, engineers, and design team for completion of permitted set of drawings. Coordinates with the construction manager to monitor all construction activity including processing of change orders, submittals, and draws. Completes funding applications; pursues new or alternate financing such as tax credits, multi-family bonds, grants, soft loans; ensures a viable financing plan is approved for each project. Prepares cost estimates, financial proformas, completion schedules, and project budgets. Seeks development opportunities from outside sources such as brokers/lenders and developers; recommends new developments for acquisition. Negotiates project details with lenders, attorneys and governmental agencies. Prepares, reviews, and presents staff reports to the Executive Management, Board of Directors, Housing Commission and Housing Authority. Procures pre-development, construction and permanent financing for developments from conventional, public and quasi-public sources. Organizes, coordinates, documents and facilitates escrow and for loan closings. Leads selection and contracting for project consultants, including legal, finance, design team and general contractor, adhering to procurement requirements, as applicable. Oversees work of all team members by reviewing the quality of their work and ensuring their adherence to project schedules and budgets. Obtains project approvals from regulatory agencies, including planning and building departments. Oversees implementation of relocation plans as needed. Leads financial closings for predevelopment, construction and permanent loans and limited partnership equity investment. Performs outreach and public relations work with neighboring organizations and businesses as needed. Work closely with asset management and property management team throughout the project. Manage development budgets to evaluate and ensure project financial feasibility. Proven ability to work effectively with low-income, diverse, multi-ethnic populations. Acquisition/Rehab, new construction and supportive housing experience highly desirable. Excellent interpersonal and business communication skills, both written and verbal. Proficiency with MS Word, Excel, MS Project, and PowerPoint. Other duties as assigned. Education and Experience: Equivalent to graduation from an accredited four-year college or university with major coursework in public or Business Administration, Finance, Real Estate or a closely related field and 3-5 years of experience in affordable housing real estate development. Licenses and Certification: Possession of or ability to obtain a valid Driver’s License by time of appointment. Physical Demands: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Environmental Elements: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
