Security Operations Manager – Level II (Role Code 69116‑SW) – Tidewater Community College, Norfolk Employee status: Exempt, Full‑Time, Pay Band 05. Salary range $80,000 – $95,000, commensurate with experience. Hiring Range: Emergency/Essential Personnel. EEO Category 2‑Professionals. No telework or bilingual requirements. Available for emergency recall. **Summary** The Operations Manager is responsible for day‑to‑day security operations of the Department of Public Safety, overseeing security personnel, ensuring compliance with policies, and leading training related to public safety functions and security technology systems across all campuses. Primary Responsibilities Manage daily security operations and support continuity of public safety services across all campus locations. Oversee contracted security personnel, establish performance expectations, evaluate service delivery, enforce operational standards, and ensure compliance with college policies. Develop and implement operating procedures, post orders, and training standards for security personnel. Provide training and guidance on campus security operations, emergency response procedures, and use of security technologies and systems. Coordinate, service, and support security technology infrastructure and related projects, including: Emergency Notification Systems CCTV/video surveillance systems Two‑way radio communications systems Access control system integration Database coordination and security technology administration Conduct audits, inspections, and functionality testing of security systems across main and satellite campuses to ensure operational readiness and effectiveness. Maintain inventory records for security equipment and coordinate repairs, maintenance, upgrades, and performance issues with contractors. Collaborate with the Office of Information Systems and Facilities Maintenance to develop processes and policies that secure associated systems and data, enforce user access controls, and maintain continuity. Assist with security policy development, operational assessments, emergency preparedness initiatives, and recommendations for improving campus safety and security operations. Special Assignments Perform other duties as assigned. Assist the agency or state government in the event of an emergency declaration by the Governor. Key Skills and Required Qualifications Make independent decisions and interpret policies in a district‑director level environment. Use PC‑based software: word processing, spreadsheets, databases, PowerPoint; Zoom, Teams; cross‑train dispatch software as needed. Compose, type, edit, and proofread accurately, applying grammar, spelling, punctuation, and statistical data presentation. Utilize access control system reporting software (Cbord, Gold). Communicate effectively orally and in writing; maintain confidentiality. Apply customer service techniques and sound judgment to resolve customer issues. Prioritize workload, anticipate deadlines, and respond to shifting priorities. Manage multiple projects concurrently and operate a multi‑line phone system. Collaborate and maintain effective relationships with academic departments, support staff, students, and community organizations. Work varied hours, various campuses, and be available for emergency recall. Experience managing and maintaining a security computer‑based database system. Office experience with extensive computer usage and customer interaction. Valid driver’s license. Additional Considerations Experience in a safety/security or law enforcement environment.
