Silver Star Marketing and Eligibility Specialist FT

StarCare Specialty Health System (StarCare) is seeking a full-time Silver Star Marketing and Eligibility Specialist to join its outstanding Silver Star team. The Silver Star Marketing & Eligibility Specialist is responsible for promoting the Program of All-Inclusive Care for the Elderly (PACE) through strategic marketing, community outreach, participant education, and enrollment activities. This position develops and maintains strong relationships with healthcare providers, social service agencies, community organizations, referral sources, and other stakeholders to increase awareness of the program and support enrollment growth. The Specialist serves as a primary resource for prospective participants and their families by conducting eligibility screenings, educating individuals on program benefits and requirements, and assisting with applications for Medicaid for the Elderly and People with Disabilities (MEPD) and the Medicare Savings Program. The role is responsible for developing and implementing multimedia marketing campaigns, public education initiatives, outreach efforts, and promotional events designed to engage target populations while ensuring compliance with CMS and HHSC guidelines. Working collaboratively with organizational leadership, marketing professionals, community partners, and state agencies, the Specialist identifies opportunities to expand community engagement, strengthen referral networks, and increase program visibility. Additionally, the Specialist coordinates and facilitates quarterly PACE Advisory Committee meetings, supports stakeholder engagement initiatives, and contributes to the achievement of program goals through effective communication, participant advocacy, and community collaboration, ultimately helping eligible older adults access comprehensive PACE services and supports. Responsibilities: Conduct one-on-one outreach with prospective participants, families, and community members to promote awareness and understanding of the PACE program. Deliver presentations and communicate effectively with community groups, professional organizations, service providers, stakeholders, and referral sources. Educate the community, healthcare professionals, and partner organizations regarding PACE program services, eligibility criteria, and benefits. Develop, implement, and maintain multimedia marketing, public awareness, and educational campaigns targeted to eligible populations. Maintain and update Silver Star PACE social media platforms and website content to ensure compliance with CMS and HHSC marketing and communication guidelines. Plan, coordinate, and execute promotional events, internal informational programs, community outreach activities, and public education campaigns. Collaborate with StarCare's Public Relations and Marketing teams to identify and develop new content and outreach opportunities. Coordinate and facilitate quarterly PACE Advisory Committee meetings. Partner with the Census Development Manager to assess and verify the financial eligibility of prospective participants. Collaborate with Silver Star staff and state agencies to facilitate timely benefits eligibility determinations and enrollment processing. Participate in intake and financial eligibility meetings with prospective participants and their family members. Communicate eligibility determinations to prospective participants and families and provide ongoing follow-up to ensure all financial eligibility options have been explored. Provide accurate guidance regarding financial application requirements, eligibility criteria, and enrollment processes to support participant access to services. Coordinate with external organizations, including financial institutions, housing authorities, and other agencies, to obtain required financial and eligibility verification documentation. Coordinate, track, and document all intake and enrollment activities in collaboration with Silver Star staff, prospective participants, and family members. Serve as the primary point of contact for participant intake and enrollment, assessing individual needs and guiding applicants through the enrollment process in accordance with program eligibility guidelines. Develop marketing and outreach materials that comply with PACE requirements and obtain required approvals from the governing entity prior to distribution to prospective participants. Attend and participate in required annual Community-Based Organization (CBO) trainings and educational programs. Assist the Census Development Manager with the completion and submission of MEPD and Medicare Savings Program applications. Collaborate with assigned HHSC MEPD eligibility workers to facilitate financial eligibility determinations and application processing for prospective participants. Maintain accurate records and documentation related to outreach, enrollment, eligibility, and marketing activities in accordance with organizational, regulatory, and program requirements. Maintain regular and consistent attendance for the assigned work hours. Ensure all required training and credentials are current and compliant with Center, federal, state, and local regulations, and in addition to StarCare policies and procedures. Complete special departmental projects and other responsibilities with similar skill and work conditions as assigned. Schedule: This is a full-time, on-site, position scheduled Monday – Friday, 8am – 5pm, with flexibility to meet the needs of the department. Qualifications: Bachelor's degree from an accredited college or university in Marketing, Communications, Public Relations, or a related field required. Minimum of two (2) years of experience in marketing, community outreach, public relations, healthcare marketing, or a related role required. Proficient in the use of standard office equipment and Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint. Ability to participate in community outreach, marketing events, presentations, and promotional activities outside of normal business hours, including occasional evenings and weekends. Knowledge of the local healthcare landscape, including hospitals, rehabilitation facilities, hospice providers, physician practices, and community-based service organizations preferred. Experience supporting benefits eligibility determinations, enrollment processes, and application assistance for public assistance programs preferred. Strong interpersonal, communication, presentation, and relationship-building skills with the ability to engage diverse audiences and community stakeholders. Bilingual proficiency in English and Spanish preferred. Must have a current Texas driver’s license and be insurable under the Center’s insurance. Must pass all required pre-employment and annual screenings applicable to the position or services provided, as required by law, regulation, or agency policy, which may include criminal background, nursing registry, MVR, and drug screening based on applicable requirements.
