NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 10 year(s) of experience in occupational safety. OR BA/BS Degree in Degree in Safety and Health, Industrial Hygiene, Environmental Science or other appropriate Engineering or scientific specialty with expert knowledge and experience with occupational safety and environmental regulations and programs.

• Associate Safety Professional (ASP)/Certified Safety Professional (CSP) and/or lab/research experience preferred. Thorough technical knowledge of environmental laws, regulations, and standards and how they are applied by various Federal, state, and local authorities.
• Experience required with Windows, MS Word, MS Excel, MS Access

Duties:

This position is responsible for safety and occupational health and environmental management support for the Northeast Area Administrative Office within the Facilities, Safety and Real Property section. This involves providing expert advice to staff and customers on all matters that affect the health and safety of Area employees as well as environmental issues relative to laws and regulations. Work is conducted closely with USDA-ARS staff to develop and manage safety, health programs within USDA guidelines and procedures in order to reduce the potential for human and economic losses associated with injury, illness and property damage incidents throughout the area. The selectee must utilize established forms and standardized filing procedures as required. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. • Conducts safety and health inspections at any of the 15 Northeast Area research centers and 9 worksites. Develops a written report documenting findings organized by risk severity and providing recommendations for correcting each finding. Tracks corrective actions to completion. 50%
• Coordinates technical review of proposed actions by engineering project managers and has involvement on all draft project agreements. Coordinates and prepares Categorical Exclusions (CATEXs) or Environmental Assessments (EAs) for actions that require EA-level NEPA compliance. 20%
• Participates in weekly and monthly NEA and SHEM meetings discussing issues, sharing and presenting information, and providing guidance on SHEM issues. 10%
• Conducting second party Environmental Management System (EMS) audits. 10%
• Works with engineering and property personnel in addressing all safety, health and environmental management concerns relating to area facility projects. Reviews design and construction submittals, provides comments and approves from a safety and health perspective. 10%

Other:

• Training will be provided as necessary by the agency.
• Required Certifications: Associate Safety Professional (ASP)/Certified Safety Professional (CSP)
• Travel Requirements: 5 to 10 trips over the duration of the agreement, for one week each month.
• Overnight travel: One week per month
• Air travel anticipated: Once a month
• Rental cars: As needed for overnight travel for one week per month
• Health and Safety Considerations: This position will spend time in research and laboratory settings and in some cases in animal care settings. Locations may include uneven terrain and surrounding hazards such as dead and dying trees, ticks, bees, and temperature extremes. Staff in this position will be provided with safety protocols and information related to these hazards and will be required to follow safety protocols similar to ARS personnel. There may be situations when personal protective equipment is necessary for the completion of a task, such as wearing a hard hat in areas with a high number of hazard trees. If and when PPE is identified, it will be provided.

• Physical requirements: Work requires above average agility, dexterity and personal strength, and on certain occasions, involves moderate to high-physical risks and discomforts. Inspections of facilities frequently require climbing ladders, water towers, roofs, etc and crouching and crawling under structures and in attic areas and may require lifting up to 50 pounds with appropriate help.
