Summary: The Safety Compliance Specialist for Vessels is responsible for implementing occupational safety programs, ensuring marine environmental compliance, and overseeing regulatory policies of the fleet to meet compliance requirements. Performance duties include auditing, training, and continual improvement activities. This role will be based in Tacoma, WA with frequent travel along the Interstate-5 corridor between Bellingham and Tacoma. Essential Functions: (Responsibilities, Tasks, Supervisory Needs) Reasonable accommodation may be made to enable individuals with disabilities to perform these essential functions. Inspects and evaluates Company vessels for safety-related issues; notifies appropriate Vessel Managers and corporate management of all deficiencies; provides recommendations for improvements. Assists vessels with safety equipment needs, with the goal of standardizing safety equipment across the fleet, including SARTs, SCBAs, emergency pumps, and related equipment. Conducts pre-departure training instruction for vessels and crews in the Puget Sound Region, Oregon, and Alaska as requested; audits vessel emergency drills and conducts additional training as needed. Provides support during Coast Guard, OSHA, EPA, and other regulatory agency audits, including USCG-witnessed safety drills at least every two years. Monitors vessel injuries, notes trends, and recommends appropriate training and measures to prevent reoccurrence. Works with workers’ compensation to meet Jones Act requirements. Provides guidance and oversight to vessel crew members to meet safety program requirements, including medical clearance, hearing conservation, and annual respiratory fit testing. Ensures all vessel occupational health and safety training aligns with Safety and Regulatory Compliance objectives. Serves as an alternate point of contact for oil spill reporting for vessels and vessel maintenance facilities; makes required Federal and State notifications; liaises with Federal and State representatives visiting spill sites; assists responsible vessel representatives in drafting and submitting required paperwork. Executes the train-the-trainer concept by working with each vessel to designate and train personnel to meet on-site safety and health training needs; ensures vessel training is conducted and documented, including Coast Guard, OSHA, and Company-required training for crews and individuals. Serves as an alternate point of contact for Vessel Managers and Captains for licensing, safety and health research, compliance and investigative needs, and other training-related needs. The essential functions listed above are not exhaustive. The organization may assign other duties as needed to meet business requirements. Travel/On-Call Requirements: Frequent travel across Washington State along the Interstate-5 corridor, including between Bellingham and Tacoma. This is a salaried exempt position with an annualized salary range of $105,000to $132,000. Trident Seafoods offers a comprehensive and quality benefits package. Required Qualifications: (Education, Years of Experience, Certifications) Minimum of five years of experience working in environmental health and safety, or relevant experience such as vessel operations, fishing, maritime, and safety. Bachelor’s degree from a four-year college or university, or equivalent combination of education and experience. Comprehensive knowledge and understanding of international, Federal, and State maritime vessel safety requirements. Knowledge and thorough understanding of OSHA requirements as they apply to seagoing vessels. Knowledge and thorough understanding of maritime pollution regulations and requirements at State and Federal levels. HAZWOPER, Drill Instructor, and SCP certification, or ability to obtain within six months. Knowledge and experience with Washington State Dangerous Waste regulations, with the ability to identify non-compliance issues and coordinate with Environmental and Facility staff to bring facilities back into compliance. Ability to frequently travel across Washington State along the Interstate-5 corridor. Preferred Education & Experiences: Vessel safety experience. Fishing Vessel Safety Instructor, Qualified Instructor, and/or Designated Examiner credentials for training purposes. Fishing industry or maritime sailing experience. Hands-on maritime safety training instructor experience. Knowledge and experience with the Washington State Industrial Stormwater General Permit (ISGP) and understanding of a vessel Stormwater Pollution Prevention Plan (SWPPP) to keep a vessel within compliance with the facility’s stormwater permit. Knowledge, Skills, and Abilities (KSAs): Applies maritime safety, regulatory compliance, and environmental health and safety knowledge to vessel operations and vessel maintenance environments. Identifies safety, training, equipment, pollution prevention, and compliance gaps and recommends practical corrective actions. Communicates effectively with Vessel Managers, Captains, crew members, corporate management, Environmental and Facility staff, and regulatory representatives. Documents vessel training, drill activity, compliance actions, safety findings, and related follow-up needs accurately and timely. This position is based on site at the Trident Office in Tacoma. In-office time takes place in a typical office environment: temperature controlled with adequate lighting and moderate noise. While remote, employees must provide appropriate home office space.
