EEO Investigator

ResponsibilitiesPosition OverviewWe are seeking experienced Federal EEO Investigators to conduct impartial administrative investigations of discrimination complaints in support of a federal Equal Opportunity Office. Each Investigator will independently plan and execute federal-sector EEO investigations, gather documentary and testimonial evidence, conduct witness interviews, develop investigative plans, and prepare complete Reports of Investigation (ROIs) consistent with 29 CFR Part 1614 and EEOC MD-110. In addition, each Investigator must have demonstrated experience drafting federal-sector EEO Acceptance/Dismissal Letters and Final Agency Decisions (FADs). Investigations are non-adversarial and require development of a fair and impartial factual record regardless of the positions taken by the parties.Key ResponsibilitiesReview formal and accepted EEO complaints and identify the factual, evidentiary, regulatory, and legal requirements applicable to each claim.Develop comprehensive Investigative Plans identifying witnesses, documents, testimony requirements, remedies sought, and other relevant evidence.Produce Investigative Plans within required contractual timelines.Conduct impartial investigations involving single or multiple claims, amendments, continuing violations, hostile work environment allegations, and consolidated complaints.Identify and obtain relevant documentary evidence, policies, records, statistical information, and other supporting material.Develop thorough affidavit and interrogatory questions addressing each element of accepted claims.Obtain testimony through interviews, sworn written interrogatories/declarations, verbatim testimony, or an approved combination of methods.Conduct follow-up questioning and develop witness responses beyond simple yes-or-no answers without assuming facts.Coordinate witness interviews and investigative activities with Government personnel and court-reporting resources.Analyze evidence for completeness and identify additional investigative requirements.Prepare investigative summaries and complete written ROIs in the format required by the Government and EEOC MD-110.Analyze formal EEO complaints, counselor reports, requests for clarification, amendments, and related case documentation to determine whether claims meet federal regulatory and legal requirements for acceptance or dismissal.Draft Acceptance, Partial Acceptance, and Dismissal Letters addressing single-issue, multiple-issue, amended, continuing-violation, and consolidated complaints, clearly defining accepted claims and bases and establishing the scope of subsequent investigations.Research and apply current EEOC precedent, federal regulations, legal standards, and applicable theories of discrimination.Review ROIs, documentary evidence, and witness testimony to evaluate the merits of accepted claims and draft FADs containing procedural history, undisputed facts, applicable law and regulations, findings on the merits, legal analysis, and properly supported conclusions.Provide precise citations to evidence, documents, and witness testimony contained within the ROI.Produce clear, concise, logical, well-reasoned, well-documented, and fully supported written products.Meet established investigative and writing milestones and deadlines and correct, supplement, or revise products when deficiencies or Government quality-control comments are identified.Protect sensitive EEO complaint information and personally identifiable information in accordance with applicable security and nondisclosure requirements.QualificationsActive TS/SCI security clearance with the ability to obtain and maintain a Counterintelligence (CI) polygraph.Minimum of 8 years of experience with a BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD.Four years of additional experience may be considered in lieu of a degree.Minimum two years of experience conducting federal-sector EEO investigations.Minimum two years of experience drafting federal-sector EEO Final Agency Decisions.Demonstrated experience drafting federal-sector EEO Acceptance/Dismissal Letters.Completion of the EEOC Training Institute 32-hour EEO Investigator training.Completion of eight hours of EEO Investigator refresher training when required based on training recency.Demonstrated knowledge of 29 CFR Part 1614, EEOC MD-110, the federal EEO process, federal EEO laws, and theories of discrimination.Knowledge of Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act, Equal Pay Act, Americans with Disabilities Act and ADA Amendments Act, Rehabilitation Act, Civil Rights Act of 1991, Genetic Information Nondiscrimination Act, and Pregnant Workers Fairness Act.Demonstrated ability to conduct objective interviews, develop sworn testimony, analyze documentary evidence, and prepare comprehensive investigative records.Knowledge of the ODNI oversight framework, including ODNI-specific reporting processes, quality-control measures, and security protocols.Exceptional analytical, research, writing, editing, organization, verbal communication, analytical judgment, and attention-to-detail skills.Preferred QualificationExperience providing similar EEO investigative services directly to ODNI under an active federal contract.Completion of the EEOC Training Institute 16-hour Drafting Letters of Acceptance and Dismissal Decisions course.Completion of the EEOC Training Institute 16-hour Drafting Final Agency Actions course.Security RequirementMust meet applicable DIA personnel security requirements and maintain required security eligibility throughout employment.Must comply with applicable DoD and DIA information security, safeguarding, and nondisclosure requirements.Work Location / ScheduleWork will be performed onsite within Washington, DC using approved Government platforms. Investigations may be conducted remotely for witnesses located within or outside the NCR, including possible overseas locations. However, travel outside the NCR is not anticipated for the foreseeable future. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
