Bridge Inspection Senior Transportation Worker
LOCATION OF (3) POSITION(S) TO BE FILLED: DEPARTMENT OF TRANSPORTATION, LINCOLN COUNTY, PERRY COUNTY These positions are located in Region 3- Field Operations- Bridge Inspection Section. The starting salary for these positions is $4,969 monthly/ $59,628 annually.
Qualifications
Education and Experience: Education equivalent to graduation from high school and four (4) years of relevant transportation experience and completion of the Transportation Worker Competency Program levels I through III Or Education equivalent to graduation from high school and four (4) years of relevant transportation experience including at least one (1) year of experience with guiding crews on assignments and/or training employees, including effective communication through active listening and providing verbal and written instructions.
Relevant transportation experience should be full-time work in a combination of the following areas: 1) Experience with traffic control practices; or 2) Experience with the calculation of volumes, quantities of materials, or other related transportation computations; or 3) Experience with contract management; or 4) Experience in highway/bridge construction or maintenance work and inspection
Necessary Special Qualifications
- Possess and maintain a Class D driver's license valid to operate vehicles in the State of Tennessee.
- Possess and maintain, or obtain at their own expense and within 11 months of hire or promotion to this classification, a Class A Commercial Driver's License with an N endorsement without a Code O restriction (Code 52 restriction is allowable) that is valid in the State of Tennessee.
- An employee in this title may be required to obtain and maintain a Commercial Category 6 Right-of-Way Certification from the Tennessee Department of Agriculture.
Examination Method: Education and Experience, 100%, for Preferred Service positions.
Conditions of Employment Must pass a drug test prior to employment for commercial driver and safety impact positions. Commercial drivers and safety impact employees will be subject to additional drug and alcohol testing during employment. May be required to work weekends and holidays. May be required to work variable hours outside of the normal work schedule, including an oncall rotation Required to work under exposure to inclement weather conditions.
Overview
The Bridge Inspection Senior Transportation Worker is responsible for advanced-level tasks involving the operation of complex equipment and coordination of bridge inspection activities. The position oversees and manages the inspection processes for bridges and culverts, ensuring thorough and accurate assessments are conducted. The Bridge Inspection Senior Transportation Worker is primarily responsible for operating heavy machinery, vehicles, power tools, and standard hand tools used to inspect bridges within the State¿s highway and roadway systems. The Bridge Inspection Senior Transportation Worker accomplishes complex inspection activities in alignment with a project¿s scope, schedule, and budget. This position serves as a resource to the Team for equipment operations and coordination of bridge inspection activities.
The Bridge Inspection Senior Transportation Worker assists in identifying operational efficiencies and supports the development and implementation of innovative best practices where appropriate. This position must effectively articulate data and technical concepts through training, mentoring, and collaborating as part of a matrix organization.
Responsibilities
Drive the successful completion of complex inspection projects performed on the Department's transportation infrastructure by providing expertise and interpretation of project-specific procedures, plans, and specifications; performing activities in alignment with governing state and federal laws; defining project team roles; communicating objectives; and prioritizing safety.
Confirm the integration of quality management into all operations and outcomes of inspection projects to ensure alignment with asset management objectives. Promote a safety-focused work environment centered on hazard recognition, risk assessment, and mitigation of safety issues, including examining processes and technology selections. Oversee the use of the TDOT Occupational Health and Safety (OHS) Policies, and the Manual of Uniform Traffic Control Devices (MUTCD) to establish inspection work zones. Inspect and evaluate the quality of bridge assets in accordance with the National Bridge Inspection Standards (NBIS), Specification for the National Bridge Inventory (SNBI), Bridge Inspector's Reference Manual (BIRM), and TDOT Bridge Inspection Manual to determine changes in conditions, value, safety, or quality, and make recommendations for repair.
Leverage the value of data generated by work accomplished, including complaint investigation, inspections of road and bridge conditions, and right-of-way encroachments. Track data trends to identify potential areas of risk and underlying causes. Generate standardized reports for use with the Engineering Division, Maintenance Rating Program (MRP), and TDOT Executive Leadership, as a tool for use in determining the Region's progress in accomplishing the commitments established by the Department's Work Program.
Complete documentation relative to the monitoring and remediation of issues associated with the condition of highway assets.
Routinely collaborate with the Assistant Maintenance Superintendent and the Maintenance Superintendent to identify and document project-specific knowledge, including notable bridge deficiencies, that will maximize project successes, implement national best practices, and avoid past errors.
Manage change, clarifying the vision, taking ownership of the change, communicating effectively, remaining transparent, and holding yourself and others accountable throughout the process.
Ensure timely procurement, proper operation and operator level maintenance of TDOT equipment, including aerial lifts, Under Bridge Inspection Vehicles (UBIV), ladders, Personal Protective Equipment (PPE), climbing equipment, and other equipment as required. Track the accurate use of equipment. Assist the Bridge Inspection Foreman in ensuring employees attend and/or recertify all certifications required for equipment operations.
Provide exceptional customer service to both internal and external customers, including mentoring and providing technical guidance related to inspection techniques; coordinating with other disciplines as part of a matrix organization, exercise effective listening skills, provide prompt responses, maintain complete and accurate documentation, and communicate effectively.
Actively facilitate the on-site coordination of the Transportation Worker Proficiency Program through documentation, records maintenance, and training coordination. Introduce the Transportation Worker Proficiency Program to new employees, assist employees with their Personal Advancement Log (PAL), provide direction on how to submit documentation, review all module documents and records, and assist with the scheduling of exams and demonstrations.
Participate in investigating complaints and emergency scenarios by conducting inspections of bridge conditions and performing other duties as assigned during emergency events, including floods, tornadoes, fires, vehicle impacts, and hazardous material spills. Effectively communicate with the foreman, peers, and emergency management crews regarding the purpose of lane closures, the severity of incidents, the status of emergency response efforts, and other relevant incident information. Ensure proper documentation of all activities and information during roadside operations, inspections, and other emergency situations related to the monitoring and remediation of issues with the condition of bridge assets as required.
Remain current on training related to emergency operations. Remain current and share information on national best practices related to NBIS, SNBI, BIRM, and inspection standards for TDOT employees, contractors, and the traveling public; incorporate research, evaluations, and implementation of emerging technologies. This may include unique access techniques such as drones and rope access, whether internally or externally performed. Support the Asset Management Division in inspecting ancillary structures. Attend field meetings with maintenance or repair teams to assess bridge conditions for rehabilitation as needed.
