Senior Planner

Overview Senior Planner role at the San Francisco Bay Area Rapid Transit District (BART). The position supports station area planning, including land use/TOD, station access, and station upgrade projects, and involves developing and coordinating funding for projects with other transportation agencies. Responsibilities Participate in planning service extensions, service access improvements, station rehabilitation, and ridership growth initiatives; generate feasibility analyses and technical reports as required. Develop, maintain and update program databases, respond to staff input regarding database use, and implement program changes. Conduct environmental impact assessments; research, assemble, analyze, and present data; coordinate inter-departmental, outside agency and public review of plans; present recommendations to District management. Manage and coordinate multiple planning efforts related to stations, including long-term vision, station modernization, and immediate project improvements. Develop policy and strategies for implementing district policies (e.g., Station Access and TOD) and secure capital funds from diverse sources. Represent the District in joint agency planning projects; review external plans, reports, and studies for alignment with District plans; provide comments as needed. Develop scopes of work for feasibility studies, policy research, and project evaluation. Represent the District at meetings with local, state, and federal agencies and the public; provide information on District plans, policies, and procedures. Oversee inter-operator service agreements, contracts, schedules, express services, and service modifications. Manage implementation of accessibility projects (ADA programs) and liaison on program policy, goals and objectives. Prepare and monitor project budgets, pursue funding opportunities, draft grant proposals, and prepare RFPs and contract agreements. Direct annual station surveys, analyze results, and integrate findings into planning recommendations. Plan, assign, direct, and review work of planners and staff on ongoing or project bases. Plan and host community outreach events and oversee online and community engagement and education. Education Minimum Qualifications: Bachelor’s degree in transportation planning, urban planning, economics, business administration, public administration, or a closely related field from an accredited college or university. Experience Three (3) years of full-time equivalent verifiable professional experience in transportation planning and analysis. Other Requirements Must possess a valid California driver’s license and have a satisfactory driving record. Must be willing to occasionally travel within the state. Substitution Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred. Knowledge and Skills Knowledge of transportation planning operations, services, and activities. Advanced methods and techniques of transportation planning. Current and complex principles and practices of transportation planning and analysis. Principles and practices of bus operation, schedules, and equipment utilization. Procurement and contract management procedures, and related regulations. Computer software used in transportation planning models; advanced mathematical principles; statistical techniques; cost/benefit analysis. Business correspondence and report preparation; related laws and regulations. Station access and accessibility guidelines (NACTO, PROWAG, etc.). Skill In Independent execution of complex planning duties. Policy interpretation, enforcement, and project management. Coordination of cross-functional teams; leadership of staff; analysis and presentation of data. Community engagement and addressing transportation needs. Proficiency with office equipment and software; ability to work independently and follow instructions; clear written and oral communication; establishing effective working relationships.
