Deputy Executive Director

Provides leadership in planning, design and implementation of workforce development programs in Tarrant County. Provides direction and supervision to seven departments: Budgets and Contracts, Planning, Programs, Adult Education and Literacy, Workforce Collaboration, IT/Facilities, and Human Resources/EO. Assist in development of strategic partnerships and alliances, convene key stakeholders, and build and manage relationships with key stakeholders related to workforce development including local chambers of commerce, educational institutions, community and faith based organizations, private and non-profit organizations, employer trade associations, organized labor, economic development organizations, local and state government and other organizations to promote awareness and increase local involvement in workforce development. Acts as liaison, with the Associate Director of Administration, to oversee the activities and operations of the Administration Department. Coaches Directors and manages cross-department collaboration, while driving continuous improvement. Issues resolution consistent with the vision, goals and values of the organization. Ensures internal consistency in activities of all assigned departments. Oversees and contributes to the completion/success of major/complex projects and initiatives including regional initiatives. Develops, recommends, and implements new initiatives and continuous improvement activities. Designs and analyzes the implementation of service delivery methods and procedures to ensure best practices in contract design and to ensure achievement of performance requirements. Ensures alignment with labor market needs and funding shifts. Provides direction to staff supporting the Workforce Delivery System Committee of the Workforce Development Board. Develops and presents reports, recommendations, and position papers to the Workforce Develoment and Workforce Governing Boards, and board and partner committees. Acts as liaison to state and federal agencies in the Workforce system and Operational activities. Facilitates program coordination/collaboration with community agencies, private sector business, education, economic development and other public concerns to maximize resources and client benefit. Supports Administration and Quality and Monitoring to track and manage compliance with all regulatory requirements associated with Board funding sources. Assists with the budget preparation and recommends budgetary strategies for maximizing client benefit. Assist the Executive Director to serve as the voice of WSTC at the local, state, and national level Acts as the Executive Director when the Executive Director is unavailable. Oversees all operations and directs the management staff in the absence of the Executive Director. Supervisory Responsibilities Manages subordinate directors who oversee various departments such as Budgets and Contracts, Planning, Programs, Adult Education and Literacy, Workforce Collaboration, IT/Facilities, and Human Resources/EO. Education/Experience Bachelor’s degree in Public Administration, Business Administration, Human Resources, or related fields. Master’s degree (M.A.) preferred or eight to ten years related experience and/or training in workforce development, economic development, or public administration, including significant supervisory or managerial experience.; or equivalent combination of education and experience.
