This position is established to serve as a resource for the Office of Unemployment Compensation (OUC), supporting program operations through data evaluation, process improvement, and project coordination. The Management Analyst will advance OUC’s strategic and operational objectives by analyzing complex program data, identifying trends, and developing actionable recommendations that strengthen program efficiency, integrity, and customer service. Core duties include evaluating data; identifying trends; creating and maintaining spreadsheets; and preparing analytical reports and dashboards for leadership. The analyst will also develop training guides, desk aids, standard operating procedures (SOPs), and other documentation to ensure consistency across units. Additional responsibilities include coordinating projects related to unemployment insurance, supporting policy and workflow assessments, and facilitating collaboration among program teams to enhance operational alignment. Strong analytical skills, sound judgment, and the ability to translate detailed program or policy information into clear and accessible guidance are essential. This position directly impacts program performance, operational continuity, and compliance with U.S. Department of Labor (USDOL) requirements by ensuring data-driven decision-making, streamlined processes, and well-documented procedures that support staff and customer needs. Duties and Responsibilities Conducts assessment, analyzes findings, and makes recommendations in reports and presentations based on best practices and organizational goals and objectives. Participates in organizing and documenting findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes. Works closely with the management and project teams to carry out moderately complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems and propose solutions to improve efficiencies. May serve on process/business improvement groups and teams. Participate in briefings utilizing materials such as study findings, proposed operating procedures, reports, and speaking points. Maintains knowledge of important legislative, budgetary, Federal, State, and/or local developments impacting agency policy, programs, missions, and activities. Advises supervisor on probable future needs of the agency, based on trends, operations and policies. Qualifications and Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Experience should include but not limited to collaborating with program offices, management, and staff to support key operational initiatives and strengthen alignment across the Office of Unemployment Compensation (OUC). Experience should also include coordinating cross-unit activities, facilitating information sharing, and supporting projects that advance unemployment insurance program performance and compliance.
