Main Purpose of Job

TheMaryland Department of General Services (DGS) is seeking a talented andexperienced Director to provide executive leadership and creative vision forthe Office of Energy and Sustainability (OES). The Director will develop andoversee programs and activities to cost-effectively reduce energy consumptionand greenhouse gas (GHG) emissions in compliance with certain stateenvironmental laws regulations and policies. Major programs and initiatives includebut are not limited to: purchasing electric power; advancing and overseeingenergy performance contracting and energy-reduction initiatives for all stateagencies; increasing sustainable purchasing; and installing infrastructure forstate fleet electric vehicles. TheDirector will identify and secure funding for programs while overseeing theoffices budget. The Director will provide leadership across State governmentwhile also working collaboratively with staff and management from all stateagencies to help achieve the States climate and energy management goalsincluding collaboration with other agencies and State climate initiativegroups. This position may also beassigned the management of new programs and staff as programs develop in thefuture.

The Office of Energy andSustainability (OES) is responsible for the following functions:

- Purchase electricityincluding renewable power for all State agencies.

- Oversees the States EnergyPerformance Contracting program and manages the State Energy Database.

- Chairs the Maryland GreenPurchasing Committee.

- Installs electric vehiclecharging infrastructure for the State fleet.

- Performs energy audits anddevelops decarbonization plans for State facilities.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference willbe given to applicants who possess the following preferredqualification(s) . Include clear and specific information on yourapplication regardingall qualifications

- Demonstrated leadershipexperience managing comprehensive energy sustainability or climate mitigationinitiatives within a large public-sector agency or complex organization. Thisincludes experience with setting strategy managing program budgets leadingstaff and evaluating operations to meet statutory emissions andenergy-reduction goals.

- Professional experience inutility management energy contract negotiation or powerpurchasingspecifically overseeing large-scale electric power acquisitions anddriving transactions toward renewable/clean energy standards ( portfolios to 100% clean power).

- Experience collaborating withhigh-level external stakeholders legislative bodies state agencies orgoverning councils (such as Green Building Councils or Green PurchasingCommittees) to draft executive orders legislative impact analyses or cross-governmentalsustainability policies.

- Advance degree from anaccredited college or university in either a technical or scientific field ofstudy with an emphasis on sustainability or a related field.

- Minimum one year of experiencepurchasing energy for large commercial operations.

- Minimum five years ofexperience managing sustainability programs in a large organization.

- Minimum five years ofexperience managing staff in the government sector.

- Ability to communicateeffectively with and present to executives staff a variety of customers andvendor representatives.

- A working understanding ofMarylands climate laws and goals.
