Duties

Help

• Evaluates management, maintenance, and operating costs of project finances (to include furniture and appliances), development, and construction.
• Reviews Executive Homes Six-year Plan and Quarterly Cost Reports for accuracy and submits forms in accordance with established guidelines.
• Prepares and presents effective, accurate, and complete briefings, information, and correspondence in relation to the budget.
• Serves as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.
• Represents the organization in installation level meetings and/or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the employee drive a motor vehicle. An appropriate, valid driver's license is required and must be maintained for the position.
• The position requires that the incumbent be able to obtain and maintain a Secret clearance.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
• Position may require after hours call-back for emergencies.

In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Performing housing inspections to determine family housing conditions; 2) Overseeing a housing database; 3) Providing oversight on restoration and modernization of family housing; and 4) Performing inspections to ensure compliance with established housing policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9)
