Clinic Physician

Paskenta Band of Nomlaki Indians

Brief Description Of the Paskenta Band of Nomlaki Indians Tribal Policies. Applicants claiming Indian Preference must submit verification of Indian certification by tribe of affiliation or other acceptable documentation of Indian heritage. Native Preference in hiring is given to qualified enrolled members of Paskenta Band of Nomlaki Indians and Native Americans in accordance with the Band’s Preference Policy (Chapter 1-715 of the Paskenta Band of Nomlaki Indians Tribal Policies). Position Summary Under the general supervision of the Medical Director, the Board-Certified Physician is responsible for providing high-quality primary care services by diagnosing patient conditions using reports, test results, medical records, family histories, and examinations. The Clinic Physician will assess and diagnose patients at all clinic locations, ensuring compliance with state and national Standards of Care. The Physician will prescribe appropriate medications, health regimens, and lifestyle adjustments to promote recovery and prevent future health issues. The right candidate will work closely with other healthcare professionals and respect the philosophy of Rolling Hills Clinic (RHC). The Physician will also assist the Medical Director as a preceptor and supervisor to mid-level providers. Duties & Responsibilities Work with the primary healthcare team to provide a cohesive and proactive environment that enhances patient care. Prescribe pharmaceuticals and treatment regimens for identified medical conditions. Analyze reports, test results, medical records, and examinations to diagnose patient conditions and propose treatment options. Order laboratory and radiology tests and refer to specialists when appropriate and timely. Discuss potential side effects of medication/treatment with patients and verify allergy information before prescribing. Provide advice on lifestyle and diet changes to improve health or treat current health issues. Adhere to department policies, procedures, and quality improvement objectives, including safety, environmental, and infection control standards. Maintain patient confidentiality and comply with federal and state health information privacy laws. Perform accurate, legible, and timely chart documentation in SOAP format, following RHC policies and federal/state Medicaid and Medicare guidelines, and lock all charts within 72 hours of the visit. Assist in developing Standards of Care for the medical department. Serve as preceptor for mid-level providers, including consultations, chart reviews, on-the-job training, and peer review. Obtain appropriate consultation when problems extend beyond scope of practice or when unfamiliar with a particular aspect of patient care. Participate in Quality Assurance (QA) and Continuous Quality Improvement (CQI) activities, including meetings, clinical audits, and peer review. Advise the Medical Committee/Facility Administration of situations that negatively affect the medical department’s efficiency and effectiveness. Participate in developing medical department policies and procedures in accordance with Tribal policies, accreditation requirements, and professional standards. Demonstrate knowledge of medical principles and practices. Understand the rules, regulations, and procedures of an Indian Health Clinic or be willing to learn. Establish and maintain effective working relationships with administrative personnel, peers, and external agencies. Ensure safety by following required federal, state, RHC protective protocols, policies, and guidelines. Take corrective actions to address employee health and safety matters when notified. Perform other duties as assigned by the Medical Director. Scope of Work Effectively supervise or oversee Nurse Practitioners, Physician Assistants, and Medical Assistants as necessary. Attend to no less than 16 patients per day. Work cohesively with the healthcare team, covering vacations and seeing patients, processing refill requests, following up on referrals, covering telephone encounters, and documenting in bubbles/inbox. Display the highest level of professionalism, integrity, and a strong work ethic, serving as a model for all clinic staff. Maintain licensure, DEA certification, board certification, and fulfillment of credentialing, privileging, and regulatory requirements. Provide comprehensive, high-quality medical services to patients regardless of age, sex, gender identity, income, national origin, or language. Consider cultural, psychological, social, and environmental factors when creating treatment and care plans. Actively participate in meetings as assigned by the Medical Director. Participate in training of other medical personnel as requested. Minimum Qualifications MD or DO degree from an accredited medical school. Valid California State Physician and Surgeon License. Board Certified or Board Eligible in Family Practice or Internal Medicine or another full-scope Primary Care specialty. Current DEA license. Current BLS, PALS, ACLS certifications. Excellent communication and written skills. Detail-oriented and able to multi-task effectively. Ability to work independently and as part of a multidisciplinary team. Strong analytical and evaluative skills with the ability to reach sound conclusions and make appropriate recommendations. Demonstrated experience delivering primary care. Clear knowledge of Rolling Hills Clinic structure, standards, procedures, and protocols. Ability to relate and communicate effectively with community interest groups, agencies, and medical facilities serving the American Indian Community. Preferred Qualifications Three (3) years of experience working with a community clinic. Established leadership skills. Bilingual in Spanish. Loan Repayment Program Rolling Hills Clinics is a National Health Service Corps (NHSC) approved site where primary care physicians eligible for loan repayment funding can fulfill their service obligation. RHC is an Indian Health Program site for the Indian Health Service (IHS) Loan Repayment Program. Background Check Requirements Pre-employment drug testing and a Department of Justice fingerprinting clearance through federal, state, and child abuse indexes is required for employment. Criminal clearances ensure the safety of clients receiving services at Rolling Hills Clinic. Vaccination Requirements A pre-employment physical exam is required upon hire. Vaccination records proving immunity to TB or PPD, measles, mumps, rubella, varicella, Tdap, and hepatitis B are required. If records are over ten years old, titers must confirm immunity. Physical Demands During the job, employees must talk and hear, stand, walk, sit, use hands for finger, handle, or feel, reach with hands and arms, stoop occasionally, lift or move up to 25 pounds, exert up to 20 pounds of force occasionally or up to 10 pounds frequently, and adjust vision as required. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and focus adjustment. Work Environment Work is performed in a health clinic setting. Noise levels are low to moderate. Employees will work with blood-borne pathogens and require OSHA training. Standard office equipment such as computers, telephones, photocopiers, and fax machines are used. Reasonable accommodations may be made for individuals with disabilities to perform essential functions. Employment Terms Employment with Rolling Hills Clinic is voluntarily entered into. All RHC personnel are employed on an at-will basis and may be terminated with or without cause and notice at any time.
