Position Summary The County of Napa is hiring a Correctional Lieutenant. The Correctional Lieutenant is an at‑will senior management position reporting to the Assistant Director of Corrections. The role assists in the development and administration of departmental policies, regulations, procedures, programs, and projects; performs a broad range of complex administrative duties; and assigns, supervises, directs and trains, through subordinate supervisors, the work of administrative staff while overseeing daily operations in the correctional facility. Duties Coordinate special projects assigned by the Director of Corrections Assist in developing and administering departmental policies, staffing plans, post orders, regulations, and procedures Enforce rules, regulations, policies, and procedures of the department Supervise and coordinate the work of assigned staff in any functional area ensuring activities comply with established rules and legal regulations Ensure inmate security and safety and enforce all correctional facility rules Review and approve shift and work schedules for assigned personnel Coordinate and manage inmate programs; develop rules and regulations for inmate program areas Act as liaison to outside agencies providing programs to inmates Provide court unit oversight and supervision; work closely with the Sheriff's Department on high‑profile cases to ensure court and inmate security Conduct and review internal investigations of accidents, grievances, inmate complaints, and crime reports, and recommend corrective action Investigate alleged violations of personnel rules and policies Assist with selections, promotions, conduct performance evaluations, recommend disciplinary actions and dismissals Coordinate employee orientation and training programs; supervise on‑the‑job training programs Prepare correspondence and reports; participate in conferences and meetings Act as liaison between other County departments and outside agencies Contact for Parole Board members; represent the department before community groups and public agencies Act for the Director of Corrections and the Assistant Director in their absence; occasionally perform duties of subordinate staff; and perform related duties as assigned Experience and Education Three years of increasingly responsible experience in a correctional, criminal justice, or law enforcement agency; experience in program planning, evaluation, and policy development in a public or non‑profit agency is highly desired. One year of qualifying education may substitute for one year of experience. Equivalent to graduation from an accredited college or university with major coursework in public administration, business administration, administration of justice, correctional administration, criminal justice planning, or a closely related field. One year of qualifying experience may substitute for one year of required education. License or Certificate Possession of a valid California Driver’s License Typical Qualifications Knowledge of modern adult correctional facility management principles and related court procedures Knowledge of organization, management administration, staff development, supervision, training, and performance evaluation Knowledge of federal, state, and local laws, rules, and procedures governing the activities of a correctional facility Knowledge of officer safety and security principles Knowledge of methods of dealing with individuals in custody Knowledge of program planning, monitoring, and evaluation principles Knowledge of first aid and emergency medical practices and procedures Knowledge of supervision and training principles Skills Understand, interpret, explain, and apply federal and state laws, county ordinances, and departmental policies governing correctional program services and operations Plan, organize, coordinate, and evaluate assigned program responsibilities Plan, organize, direct, and evaluate the work of others Develop and provide effective training to Corrections staff Research regulations, procedures, and technical reference materials Interview people to extract information and make evaluations Collect and analyze data to draw logical conclusions and make appropriate recommendations Maintain accurate records and document actions taken Prepare and present clear and concise correspondence, reports, and recommendations Analyze complex problems accurately and adopt effective courses of action React quickly, calmly, and effectively in emergencies or stressful situations Represent the department during the absence of the Director of Corrections and the Assistant Director of Corrections Abilities Communicate effectively both verbally and in writing to individuals and groups Understand and follow written and oral instructions Establish and maintain cooperative working relationships with staff, the public, other departments and outside agencies Make independent decisions in the absence of higher authority Special Qualifications Must complete mandated Standards and Training for Corrections program requirements Must be able to pass a comprehensive background investigation, psychological assessment, and physical examination Must be available to work evenings, weekends, and holidays as required ADA Accommodation Applicants requiring accommodation during the application and/or selection process pursuant to the Americans with Disabilities (ADA) Act should contact County of Napa Human Resources at View phone number on click.appcast.io. #J-18808-Ljbffr Carroll County Government, MD
