Project Controls Specialist (Cost Analyst) At Cumming Group, you will support Education sector projects in Los Angeles, CA. Essential Duties & Responsibilities Oversee the integrity and accuracy of project budgets and forecasts in compliance with approved SOPs. Participate in monthly EAC meetings, validate EACs, review current EACs, and provide justification for any variances. Contribute to change management discussions by identifying emerging trends, risks, and exposure factors. Engage in Risk Assessment workshops, offering insights on potential financial impacts and identifying mitigation strategies. Conduct thorough cost variance analyses to identify trends and proactively address potential budget impacts. Continuously monitor trends and mitigation plans, comparing projected vs. actual performance over time. Review project budgets, expenditures, and monthly cost reports to ensure alignment with financial objectives. Analyze staffing plans for cost impacts and recommend resource optimization. Validate cost coding and budget allocations for contract change orders and amendments, assessing impacts on timelines and financials. Ensure contracts, purchase orders, task orders, and amendments are accurately budgeted, reported, and cost‑coded. Enforce cost‑management policies for capital projects with multiple funding sources. Allocate ETC (Estimate to Complete) amounts for PBA, change orders, and other financial adjustments. Manage and monitor ETCs to ensure timely and accurate tracking of financial changes. Work with Project Managers and Construction Managers to maintain data coding structures, project control tools, and high‑quality data for budgets, contracts, trends, and actual costs. Conduct budget and financial reconciliations, addressing discrepancies and implementing corrective actions. Support management by preparing regular budget and cost reports for senior leadership. Assist with preparing ad‑hoc reports on project budgets, financial status, and forecasting. Provide weekly/monthly cost and status reports to keep project teams informed of financial performance. Perform necessary data entry tasks related to budget and forecast updates. Develop and maintain change‑management logs per established processes. Travel to off‑site project locations as required. Undertake additional duties and special projects as assigned. Required Education & Experience BS/BA in Business Administration, Engineering, Project Management, Construction Management, or related field. 5-10 years of recent professional experience in project controls for capital construction programs. Strong analytical skills, proficiency in financial modeling and advanced Excel functions. Exceptional attention to detail and advanced problem‑solving skills. Ability to communicate complex financial concepts to non‑financial stakeholders. Track record of working independently and meeting tight deadlines. Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook). Preferred Qualifications Strong understanding of cost control and budgeting principles on large‑scale projects. Experience using specialized software for cost analysis, forecasting, and variance reporting. Knowledge of project management methodologies and cross‑functional collaboration. Ability to integrate multiple data sources from PM and financial systems into cohesive reports. Experience troubleshooting integration issues across PM software and financial reporting tools.
