Job Description:\n\n \n \n \n This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.\n Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced Project Manager – Senior to support Indian Affairs (IA) and Office of Information Technology (OIT) programs, projects, and operational initiatives.\n The Senior Project Manager serves as a key delivery leader and provides comprehensive project and program management support across one or more complex IT projects. The position is accountable for the scope, quality, cost, schedule, performance, risk, governance, documentation, compliance, and successful delivery of assigned work.\n Working with the Contracting Officer’s Representative (COR), Federal Task Lead, project teams, vendors, and other stakeholders, the Senior Project Manager provides leadership across project execution, IT Asset Management, Change Control and Configuration Management, release management, testing, cybersecurity and compliance, communications, technical documentation, and post-deployment activities.\n The role requires a strong understanding of Software and Hardware Asset Management, Program Change Control and Governance, Communications, Technical Writing, Cybersecurity and Compliance, Quality and Testing, Business Analysis, and federal IT governance. The Senior Project Manager must apply disciplined project controls, provide effective stakeholder leadership, and translate complex technical and business activities into clear decisions, actions, risks, priorities, and measurable results.\n DUTIES AND RESPONSIBILITIES\n Project & Program Management\n \n Lead assigned IT projects throughout the project lifecycle, including initiation, planning, execution, monitoring and control, deployment, transition, post-deployment support, and closeout.\n Apply Project Management Institute (PMI) principles, Project Management Body of Knowledge (PMBOK) practices, Agile methodologies, Waterfall methodologies, and hybrid approaches appropriate to project requirements.\n Lead Program Increment (PI) Planning sessions and coordinate planning activities across cross-functional teams.\n Lead Agile ceremonies and ensure project, product, and sprint backlogs remain aligned with organizational priorities and delivery objectives.\n Develop and oversee project scope, schedules, budgets, resources, milestones, dependencies, deliverables, and performance measures using IA-approved tools.\n Establish project governance structures, controls, decision-making processes, reporting mechanisms, and escalation procedures.\n Identify and manage Government personnel, contractor teams, vendors, technical resources, and other resources required to achieve project goals.\n Monitor project expenditures, compare actual costs against approved budgets, develop projections, and analyze cost, schedule, and performance requirements.\n Identify, assess, document, track, mitigate, and resolve project risks, issues, dependencies, and impediments.\n Develop mitigation and contingency plans and ensure significant risks, issues, and decisions are escalated to appropriate leadership in a timely manner.\n Collaborate with technical teams, vendors, CORs, Federal Task Leads, and other Government stakeholders to support successful delivery and contract compliance.\n Monitor project performance against established baselines, milestones, service expectations, and performance measures and implement corrective actions when required.\n Ensure project activities, documentation, reviews, approvals, and reporting are performed in accordance with DOI/IA governance policies, contractual requirements, and applicable federal IT management requirements.\n \n Integrated Delivery Leadership\n \n Lead and coordinate work across project management, business analysis, quality and testing, IT Asset Management, Change and Configuration Management, technical documentation, communications, cybersecurity, technical teams, vendors, and other project stakeholders.\n Establish clear responsibilities, dependencies, deliverables, decision points, and escalation paths across cross-functional project teams.\n Coordinate technical, business, security, operational, and contractual activities to support integrated project delivery.\n Translate complex technical, operational, security, and business information into clear executive-level decisions, recommendations, risks, actions, and measurable outcomes.\n Facilitate meetings, planning sessions, technical discussions, governance reviews, and executive briefings.\n Ensure requirements, changes, testing, assets, security requirements, releases, documentation, communications, and implementation activities remain appropriately coordinated throughout the project lifecycle.\n Promote consistent project-management practices, governance, documentation, data quality, accountability, and continuous improvement across assigned projects.\n \n IT Asset Management\n \n Provide leadership and oversight for Software and Hardware Asset Management processes throughout the asset lifecycle.\n Ensure appropriate processes are established for asset tracking, inventory management, product cataloging, assigned users, asset locations, lifecycle status, utilization, costs, repairs, and reporting.\n Oversee asset-fulfillment processes and associated service-delivery activities.\n Support review and oversight of asset procurement contracts, vendor activities, licensing requirements, and associated financial considerations.\n Coordinate with Government leadership, technical teams, vendors, procurement personnel, and other stakeholders regarding asset requirements and lifecycle decisions.\n Support asset authorization and authentication processes, as applicable.\n Monitor asset inventories, utilization, costs, lifecycle status, and operational risks and provide appropriate reporting to leadership.\n Ensure IT Asset Management activities are appropriately integrated with configuration management, security, procurement, service management, and project-delivery processes.\n \n Change Control & Configuration Management\n \n Provide leadership and oversight for Change Control and Configuration Management activities across assigned projects.\n Ensure changes are identified, documented, analyzed, reviewed, approved, implemented, validated, and closed in accordance with applicable governance requirements.\n Coordinate stakeholder engagement regarding change requests, impacts, dependencies, risks, implementation requirements, and remediation strategies.\n Analyze proposed changes for potential impacts to scope, schedule, cost, security, quality, configuration items, assets, operations, and project outcomes.\n Oversee the change-control lifecycle and ensure appropriate stakeholder approvals, documentation, traceability, and escalation procedures are followed.\n Support Configuration Control Board (CCB) and other governance activities associated with project changes.\n Ensure approved changes are appropriately coordinated with configuration management, release management, testing, documentation, security, communications, and implementation activities.\n Monitor change-related risks and trends and provide leadership with recommendations regarding significant impacts or required corrective actions.\n \n Cybersecurity, Risk & Compliance\n \n Maintain a strong working understanding of cybersecurity processes, security controls, risk management, and compliance requirements applicable to federal IT projects.\n Coordinate implementation and documentation of applicable NIST SP 800-53 security controls and implementation statements in collaboration with security and technical stakeholders.\n Support coordination of security-control assessments and associated remediation activities.\n Coordinate FIPS 199 security-categorization activities with appropriate cybersecurity, technical, and Government stakeholders.\n Ensure cybersecurity requirements and dependencies are incorporated into project plans, schedules, risks, milestones, testing, changes, releases, and implementation activities.\n Track security-related risks, findings, dependencies, corrective actions, and project impacts.\n Engage in substantive cybersecurity and compliance discussions with Government stakeholders, technical teams, security personnel, and executive leadership.\n Ensure security and compliance considerations are appropriately represented in project governance and executive decision-making.\n \n Quality Management & Testing\n \n Develop, coordinate, and oversee test-planning activities supporting assigned IT projects.\n Ensure test plans, test scenarios, test cases, acceptance criteria, schedules, resources, and supporting documentation are appropriately developed and maintained.\n Coordinate system testing, integration testing, regression testing, and User Acceptance Testing (UAT), as applicable.\n Ensure testing activities are traceable to approved requirements and acceptance criteria.\n Monitor defects, issues, test results, corrective actions, and retesting through resolution.\n Coordinate testing and quality activities with technical teams, business users, vendors, security personnel, and Government stakeholders.\n Evaluate testing status and outstanding quality risks when supporting deployment and acceptance decisions.\n Ensure solutions satisfy documented requirements and applicable quality standards before implementation and acceptance.\n \n Communications, Documentation & Stakeholder Management\n \n Conduct stakeholder analysis and develop communications approaches that support project objectives, decision-making, organizational readiness, and stakeholder coordination.\n Provide clear and timely communications regarding project status, risks, issues, decisions, changes, dependencies, performance, and required actions.\n Oversee development and maintenance of project plans, status reports, governance artifacts, decision records, test plans, technical documentation, and other required project records.\n Coordinate communications activities associated with significant project changes, deployments, releases, risks, and organizational impacts.\n Ensure project documentation is accurate, complete, current, appropriately controlled, and suitable for Government and executive-level review.\n Develop and deliver executive-level briefings, project updates, recommendations, and decision materials.\n \n REQUIRED EXPERIENCE AND QUALIFICATIONS\n \n Minimum of ten (10) years of project management experience.\n Current Project Management Professional (PMP) certification.\n Demonstrated experience leading complex IT projects through the complete project lifecycle.\n Strong hands-on experience with Agile and Waterfall project management methodologies.\n Hands-on experience leading Program Increment (PI) Planning sessions involving cross-functional teams.\n In-depth knowledge of IT project management principles and practices, including those established by PMI and PMBOK.\n Hands-on experience providing program or project management services to public-sector organizations.\n Demonstrated ability to lead cross-functional teams involving project management, technical, security, business, vendor, and Government stakeholders.\n Strong working knowledge of Software and Hardware Asset Management processes, including asset tracking, inventory, cataloging, assignment, utilization, lifecycle status, fulfillment, and reporting.\n Strong working knowledge of Change Control and Configuration Management processes, including change analysis, governance, approvals, impact assessment, implementation, documentation, and lifecycle management.\n Working knowledge of cybersecurity processes, security controls, risk management, and federal IT compliance sufficient to coordinate effectively with cybersecurity professionals and executive leadership.\n Knowledge of NIST SP 800-53 security controls and FIPS 199 security categorization within federal IT environments.\n Experience coordinating system testing and User Acceptance Testing (UAT) activities.\n Knowledge of Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), System Development Life Cycle (SDLC), IT security management, and risk management.\n Knowledge of federal IT investment laws, regulations, and processes, including the Federal Information Technology Acquisition Reform Act (FITARA), Clinger-Cohen Act of 1996, E-Government Act of 2002, and Federal Information Security Modernization Act (FISMA).\n Experience reviewing and analyzing cost, schedule, quality, risk, and performance requirements for federal IT investments.\n Knowledge of Office of Management and Budget (OMB) reporting requirements and experience aligning internal reporting with applicable external requirements.\n Experience applying consistent IT portfolio-management practices that improve data quality, documentation, governance, transparency, and decision-making.\n Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.\n Excellent written and verbal communication, stakeholder management, facilitation, problem-solving, organizational, decision-making, and leadership skills.\n Ability to communicate complex project, technical, security, operational, and business information effectively to executive leadership.\n U.S. Citizenship Required.\n Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.\n Must meet all applicable federal contract requirements.\n \n PREFERRED QUALIFICATIONS\n \n Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).\n Experience leading federal IT projects involving hardware and software assets, licensing, property management, change control, configuration management, quality management, cybersecurity, or release management.\n Experience leading large-scale Agile IT projects and cross-functional Agile teams.\n Agile Coach certification or comparable advanced Agile certification.\n Experience with IT Service Management (ITSM) ticketing systems, Configuration Management Databases (CMDBs), Microsoft Intune, or similar enterprise tools.\n Experience using Azure DevOps or comparable Government-authorized project-management tools.\n Experience overseeing integrated IT delivery environments involving business analysis, testing, asset management, configuration management, cybersecurity, communications, and technical documentation.\n Active Government security clearance.\n \n PHYSICAL DEMANDS\n This position primarily involves work in a professional office
