Program Analyst

US Reclamation Bureau

Summary

You will serve as a Program Analyst with Bureau of Reclamation. The primary purpose of the position is to serve as the Reclamation-wide program coordinator for the Recreation and Land Use Program. As the program coordinator, you will identify program improvements; develops and implements policy and procedures; and develops performance measures for program accomplishments.

Some of the major duties you will perform include but are not limited to the following:

  • Lead and mentor a diverse team of program analysts and field staff, fostering professional growth and ensuring alignment with Reclamation's mission, strategic plans, and statutory requirements.
  • Execute and coordinate complex recreation and land use actions across multiple states, including negotiation and advisory roles for managing partner agreements, concession opportunities, commercial use authorizations (CUAs), use authorizations, and accessible recreation facilities.
  • Lead cost-share projects on federal land and manage a robust facility and recreation review program, ensuring alignment with industry standards for asset management and Reclamation's strategic objectives.
  • Develop, implement, and coordinate bureau-wide recreation, realty and land use policies, procedures, and guidelines. Lead teams to enhance program efficiency, ensure statutory compliance, and provide expert advice on legislative and regulatory matters.
  • Respond to congressional inquiries and coordinate with Public Affairs for program outreach.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/04/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for the Program Analyst position at the GS-12 grade level you must meet the following specialized experience.

Experience: I have 1 year of specialized experience. Specialized experience must have been equivalent to at least the next lower grade level equivalent to the GS-11 in the federal service or the private sector. Specialized experience is experience that has equipped the applicant with the particular competencies to perform successfully the duties of the position. Specialized experience for this position includes the following: Coordinating programs by developing and implementing procedures to support the execution of the program, project, or initiative. Effectively applies the principles of project management to lead teams of employees from across Reclamation to accomplish projects. Conducting research and analysis of novel issues associated with the program, providing expert advice to their supervisor. Monitors and analyzes program needs by developing reporting procedures to track pertinent issues Reclamation wide. Prepare recommendations to inform senior management including the Commissioner about program needs and necessary program improvements. You must include hours per week worked.

Minimum Qualification Requirements: To qualify for the Program Analyst position at the GS-13 grade level you must meet the following specialized experience.

Experience : To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience. Specialized experience for this position includes the following: Directing and coordinating the work of professional staff to accomplish recreation and land use program objectives. Execute and coordinate complex recreation and land use actions across multiple states on project land. Design and implement comprehensive program review processes. Apply comprehensive knowledge of statutory and regulatory requirements and leading high-profile recreation initiatives with bureau-wide impact. Communicate program changes, issues, and recommendations to internal and external stakeholders-including federal, state, tribal, and local governments, non-governmental organizations, and the public-ensuring clarity, transparency, and alignment with organizational goals. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands- The work is sedentary. Typically, the employee sits comfortably to do the work. However, there maybe some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work. Some field trips may be required to inspect projects and will require walking over rough terrain, some lifting and climbing.

Work Environment- Work is done primarily in an office setting. The environment involves everyday risks or discomfortsthat require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Occasional field trips are required to attend meetings and conduct field reconnaissance of projects.
