Navajo Preference Employment Act In accordance with Navajo Nation and federal law, TCRHCC has implemented an Affidavit Action pursuant to the Navajo Preference in Employment Act. Pursuant to this Plan and corresponding TCRHCC Policy, applicants who meet the necessary qualifications for this position and (1) are enrolled members of the Navajo Nation, Hopi Tribe, or San Juan Southern Paiute Tribe will be given preference in hiring and employment for this position, (2) are legally married to enrolled members of the Navajo Nation, Hopi Tribe, or San Juan Southern Paiute Tribe and meet residency requirements will be given secondary preference, and (3) are enrolled members of other federally-recognized American Indian Tribes will be given tertiary preference. Overview Position Summary This position is responsible for managing Echo Cliffs housing and other assigned occupied properties. Performs all associated administrative and related assigned duties. Formulates tenant directives and instructions within the framework of TCRHCC and Echo Cliffs housing policies, including occupancy, terminations, inspections, cleanliness, conservation of utilities and other housing and property related activities. The Assistant Housing Manager will supervise Quarter Maintenance personnel, which will include performance evaluations, schedules, housing work order oversight, and housekeeping services. The Assistant Housing Manager will provide various reports to the Housing Manager and Senior Leadership as requested. The Assistant Housing Manager assists Echo Cliffs by screening, reviewing housing applications to select tenants and determining monthly rental rates. Qualifications Necessary Qualifications Education Bachelor’s degree in business administration, Engineering, Construction Management or related field Experience Two years (2) experience of working with property and/or housing management. Demonstrated experience with relocation and household shipping/moving expense. Must have experience with supervising maintenance personnel Demonstrated customer services experience with tenant lease holders. Certification Must have and maintain a current valid state driver’s license without restrictions. Other Preferred Skills and Abilities A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas: Possession of high ethical standards with no record of felony or misdemeanor convictions for fraud or dishonesty; criminal background checks are mandatory; no record of complaints regarding “Conflict of Interest” related to prior and current employment. Environmental Incumbent may be exposed to dust, fumes, and gases frequently and infectious diseases, chemical agents, extremes in temperature or humidity, hazardous moving equipment, unprotected heights, and loud noises occasionally. Responsibilities ESSENTIAL FUNCTIONS Maintains knowledge of housing/property management policies and procedures and revises/updates as necessary. Interprets TCRHCC housing policies, rules and regulations and other housing related directives to tenants with input from the CSSO. Works effectively in partnership with the Housing Committee (i.e., Clinical Services, Nursing), Recruitment/Retention Committee, Human Resources, and Facilities Department to cover all aspects and needs of tenant housing. Attends all Housing Committee meetings as a non-voting member and responsible for overseeing the completion of minutes/reports/actions and committee agenda. Supervises staff in the area of maintenance operation and repair of TCRHCC’s residential housing. Manages recruitment, mentoring, coaching and professional development of staff; provides work direction/assignment of duties to meet operational requirements; establishes performance reviews/individual goals with staff; identifies training/educational requirements. Investigates work issues and/or staff performance issues and initiates appropriate disciplinary action. Assures that position descriptions are correct and accurate for all positions supervised; advises staff on rules of conduct, disciplinary procedures, and evaluates staffing. Plans, schedules, and assigns work orders on a regular short-term basis or verbal work order priorities based upon degree of need; performs preventive maintenance and housing inspections of residential housing; selects staff to perform specific assignment on the basis of their experience, skills and ability; availability of material, equipment and discuss any issues/concerns with the CSSO. Revises work assignments to accommodate priority changes, leave schedules and other needs. Responsible for establishing and preparing a 24 hour on-call schedule and call schedule to address emergency housing needs. Responds to on-call paging, as and when necessary. Establish and adhere to a preventative maintenance schedule for all property/housing equipment systems. Perform and give recommendations for high level repairs if and when required. Assures that leases are signed annually, and tenants meet the criteria to remain in hospital housing according to the policy and with input from the Housing Committee. Assists the CSSO with enforcement of housing occupancy policies, including pet policies. Maintains a copy of each approved housing request and files related to all housing related issues by housing unit. Coordinates the operation, upkeep, and utilization for family housing assets with other departments in order to assure timely maintenance, alternation, construction, painting, repairs, and inspections. Review/order supplies necessary for maintaining Housing Program (i.e., maintenance, PM, projects, etc.) Conducts regular housing inspections as required by policy. Performs pre/post assignment inspections upon notification from Departments that an employee will be arriving or leaving. Conducts technical studies of family housing demands, turnover rates, and physical requirements, and develops recommendations for resources to accomplish housing objectives. Identifies opportunities and makes recommendations for improvement in managing hospital quarters to the CSSO. Develops an effective fiscal year budget and capital projects and works within budget guidelines. Provides schedules in support of Annual Financial Audit and/or the Quarters financial activities. Maintains involvement with the Annual Funding Agreement negotiations related to housing (quarters). Performs biweekly/monthly reconciliations of NAIHS Quarters rental collections for IPA, CO, DH, and Contractors. Keeps all employee related documentations in an organized manner, such as, financial reimbursements and data entry for rent collection. Prepares Bill of Collections for delinquent accounts. Coordinates relocation of new employee’s personal property in accordance with TCRHCC Relocation Policy; shipping officer duties – Government staff and Commission Corp personnel. Manage the short-term Housing Units for Contractors, Locums, etc. and on-call staffing for “crash pad” assignments to ensure there is no overlap of residency and to perform preventative maintenance and housekeeping during unoccupied status. Assist with oversight of Greyhills Apartments by coordinating housing assignments and end of leases as well as any resident complaints/issues/concerns with the Greyhills’ Facility Manager. Collaborate with utility companies for services to Housing Properties/Tenant Services. (Ferrell Gas/NTUA/APS). Reconciles all vendor services, billing invoices and request for payments. Updates established housing software annually; provides updated monthly housing list to the CSSO and Assistant Housing Manager. Evaluate, process, and review KCILC housing application to determine eligibility to participate in the independent elderly housing program. Determine the composition of family income and deductions and calculate applicant’s/tenant’s Annual Net Income to establish monthly rental rate for KCILC. Assist with KCILC tenant orientation, tenant issues, arrange move-ins and move-outs with Housing Quality Inspector, and recruiting potential applicants. Assist with the development and enforcement of policies and procedures for KCILC. Coordinate and monitor NHA Annual Compliance Audit and Annual Performance Reports. Oversee KCILC fiscal year budget and works within the budget guidelines. Ensure proper PPE is worn at all times while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates) Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
