Contract Manager

The Iowa Department of Health and Human Services (HHS) is seeking a Contract Manager to support oversight of Iowa’s Medicaid managed care organizations (MCOs). This role helps ensure more than 400,000 Iowans receive high-quality, reliable health services. Position Details Full‑time Monday–Friday 8:00 AM–4:30 PM with overtime as needed Hybrid work schedule: 3 days remote, 2 days in the Lucas Building, in Des Moines Mileage reimbursement: $0.50/mile Valid driver’s license required Background check required Enjoy many of the State of Iowa benefits on day 1 – see below for details What You’ll Do Serve as the primary point of contact for assigned MCOs. Oversee contract performance to ensure compliance with state and federal requirements. Review and analyze MCO reports, policies, communications, and operations. Identify issues, recommend corrective actions, and track resolutions. Participate in MCO procurement, contract negotiations, legislative or policy development and actuarial meetings. Prepare reports, provide training, and represent Medicaid in meetings and presentations. Conduct annual reviews and coordinate onsite and off‑site compliance audits. Service and Performance Contract Negotiations and Management Applicants must have 6 months of experience or 12 semester hours in contract negotiations and management involving service contracts or vendor agreements. The experience should include drafting or developing contracts, negotiating terms, monitoring performance, and ensuring timely delivery of financial and performance reports. Minimum Qualification Requirements Graduation from an accredited four‑year college or university with a degree in any field, plus five years of full‑time professional‑level experience in program administration, program development, program operations, or management. A total of nine years of education and/or full‑time experience, where thirty semester hours of accredited college coursework in any field equal one year of full‑time experience. All of the following: Three years of full‑time professional‑level work experience in program administration, program development, program operations, or management; A total of four years of education and full‑time experience, where thirty semester hours of accredited college coursework equal one year of full‑time experience; A total of two years of graduate‑level education and full‑time experience, where twenty‑four semester hours of graduate coursework in a public‑service‑related area equal one year of full‑time experience. Graduation from the Iowa Certified Public Manager Program is equivalent to one year of full‑time experience or education. Current, continuous experience in the state executive branch that includes twelve months of full‑time work as an Executive Officer 2 or two years of full‑time work as an Executive Officer 1 or comparable specific management‑level position. #J-18808-Ljbffr State-of-Iow
