Auditor

United States Attorneys' Offices

Summary The U.S. Attorney for the District of Massachusetts represents the entire state and its 6.8 million residents. Of the 94 U.S. Attorneys' Offices throughout the United States and its territories, the District of Massachusetts is one of the busiest, prosecuting a broad range of cases including national security, white collar crime, public corruption, cybercrime, narcotics and money laundering, organized crime and gang violence, and civil rights violations. Duties This Auditor provides advanced financial and forensic accounting support for complex investigations involving suspected fraud and other financial wrongdoings. The position reviews financial records, traces transactions, develops evidence, prepares audit findings, and works closely with Assistant U.S. Attorneys and investigators to support investigations and legal proceedings. If selected for this position, you will join a well-respected team that is responsible for providing Auditor support in the U.S. Attorney's Office, District of Massachusetts, Civil Division, located in Boston, Massachusetts, focusing in the areas of Financial Investigations and Forensic Accounting, Audit Analysis and Evidence Development, and Audit Reporting and Litigation Support. Typical Work Assignments Will Include Examining complex financial audits and investigations involving suspected fraud or other financial wrongdoing. Reviewing and analyzing financial records, transactions, emails, and other evidence to identify patterns, trace funds, and develop investigative leads. Rebuilding incomplete or missing financial records and developing financial profiles of individuals or organizations under investigation. Interviewing witnesses and working with Assistant U.S. Attorneys and investigators to gather and evaluate financial evidence. Developing reports, exhibits, charts, and other financial materials that clearly explain audit results and support investigative or legal proceedings. Requirements Conditions of employment You must be a United States Citizen or National to apply for this position. Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Qualifications MINIMUM QUALIFICATIONS To be considered minimally qualified for this position, you must demonstrate that you have the required basic requirement and specialized experience for the respective grade level in which you are applying: Basic Requirement You must meet one of the items listed below (A or B): Possess degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of credit in business law (You must submit transcripts with your application). Possess a combination of education and experience -- at least 4 years of experience in accounting or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following (you must submit transcripts and/or certificate with your application): Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours requirement of paragraph A, provided that: the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. To Qualify At The GS-13 Level, You Must Possess Specialized Experience At least one year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing three of the four duties listed below: Planning and conducting complex financial audits or forensic accounting investigations involving suspected fraud or other financial misconduct. Analyzing large amounts of financial and business information to trace transactions, identify unusual activity, and develop investigative evidence. Reconstructing incomplete financial records and examining accounting systems, business records, or financial transactions to determine how funds were received, transferred, or used. Preparing detailed audit or investigative reports, financial analyses, charts, or summaries and presenting findings or recommendations to attorneys, investigators, or management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. TIME-IN-GRADE REQUIREMENTS Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases). Education Education If you are claiming education as any part of your qualifications for this position, you must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. Special Instructions for Foreign Education If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Failure to provide such documentation with your application will result in lost consideration.
