Civil Engineer

Qualifications Any combination of education and experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Junior: Bachelor of Science in Civil Engineering or a closely related engineering field, or Engineer in Training (E.I.T.) certificate with 0-2 years experience. Assistant: Bachelor of Science in Civil Engineering or a closely related engineering field with 3-5 years professional civil engineering experience; or a Master’s degree substituting for required experience; or an E.I.T. certificate with 3-5 years professional experience. Associate: Valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration, Bachelor of Science in Civil Engineering or related field, and 5+ years professional civil engineering experience, including at least 2 years as a project or resident engineer. Senior: Valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration, Bachelor of Science in Mechanical Engineering or a closely related field, and 10+ years professional mechanical engineering experience, including at least 5 years as a project or resident engineer. Distinguishing Characteristics Factors that affect position allocation include independence of action, complexity and size of project, supervisory responsibility, and registration as a professional engineer. Junior: Entry-level position under direct supervision, performing complex technical engineering support; may act as project planner/coordinator on repair, maintenance, and construction projects; may participate in project teams. Assistant: Performs complex technical engineering support under general supervision; similar duties as Junior but with greater independence. Associate/Senior: Performs professional engineering work under general direction; may act as project engineer on major projects, serve as project/program manager, and supervise junior staff. License Requirement Driver License: Valid California Class C driver license may be required; must maintain a good driving record for at least two consecutive years. Engineer Certification: Possession of an Engineer in Training (E.I.T.) Certificate (Junior and Assistant) or a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration (Associate and Senior) is required. Under general direction of the Civil Engineering Manager, the Civil Engineer series performs a wide variety of technical field and office engineering work associated with the San Luis & Delta-Mendota Water Authority. Manages and performs project design, project management, and construction management of capital improvement projects for general facilities; leads project groups, selects and manages consultants, reviews and approves projects for conformance with Authority standards, and reviews projects for conformance to long‑range plans; performs system modeling; and related duties as required. Examples of Duties Develop preliminary and final cost estimates, designs, plans, and technical specifications for repair, maintenance, monitoring, and construction projects on Authority structures, facilities, and programs. Prepare requests for proposals and contract/bidding documents for work performed by outside contractors/consultants. Provide project inspection, coordination, management, and contract administration functions on assigned projects/programs. Prepare, review, and provide comments on environmental assessments, feasibility studies, environmental impact reports, and encroachment requests that affect Authority facilities/programs. Develop and implement policies and programs for Authority activities and projects to ensure compliance with all appropriate regulatory agencies and laws. Participate in the development and management of the Authority 10‑Year Extraordinary O&M and Capital Improvement Projects/Programs. Serve as Authority engineer on repair, maintenance, monitoring, and construction projects. Represent the Authority in coordination with other utilities, regulatory agencies, governmental bodies, planning agencies, trade and professional associations, technical groups, and developers. Prepare correspondence related to engineering projects and file Authority designs, surveys, plans, and drawings in accordance with Authority file‑management structure. Represent the Authority at meetings and conferences as delegated. Provide support to the Engineering Manager in making presentations regarding engineering projects/issues to the Board of Directors. Perform related duties as assigned. Knowledge Requirements Fundamentals of engineering theory, principles, methods, and materials used in design of civil works. Principles of surveying, soil mechanics, fluid mechanics, water resources, and structural engineering. Preparation and maintenance of records, drawings, and reports related to construction activities. Budget development for projects on the long‑term replacement plan. Contract administration and legal principles. AutoCAD, ArcView, Enercalc, Adobe Acrobat, and Trimble Geo7xGPS unit and conversion applications. Algebra, geometry, and trigonometry for engineering drawings and maps. Report writing and presentation skills. Fundamentals of project management, including planning and scheduling. Abilities Analyze engineering problems and make viable technical recommendations. Prepare comprehensive reports and presentations. Deal effectively with contractors and supervise work of others. Work under pressure toward time deadlines and maintain attendance and punctuality. Follow instructions, work independently and cooperatively with others, and establish cooperative relationships with co‑workers, agencies, and the public. Read, understand, and interpret moderately difficult technical materials. Communicate clearly and concisely, both verbally and in writing. Design, plan, organize, and manage civil engineering projects and activities. Prepare and monitor project schedules and budgets. Use intermediate to advanced computer systems and software related to engineering analysis and functions. Typical Physical Activities Travel to conduct Authority business; intermittent telephone or in‑person conversation; read fine print; sit or stand for prolonged periods; manipulate small objects; lift up to 25 pounds; reach with hands and arms; speak in a normal voice; traverse uneven ground at construction sites; normal hearing and vision with or without correction. Environmental Factors Exposure to sun (10–25% of work time outside); high temperatures (occasionally 80–100°F); irregular or extended work hours, including occasional overtime.
