Payroll Manager - Los Angeles, CA

Planned Parenthood Los Angeles is seeking an experienced Payroll Manager to work in our Downtown Los Angeles Headquarters. The Payroll Manager will oversee and supervise PPLA’s Payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations.

• Bachelor’s degree in accounting, business, or finance preferred.
• CPP (Certified Payroll Professional) certification desirable.
• 5+ years of relevant payroll experience. Multi-state jurisdiction experience preferred.
• 3+ years of payroll management experience.
• Extensive knowledge of payroll functions, including employee benefits, employment laws, and payroll taxes.
• Experience with ERP and timekeeping systems at a large organization.
• Experience processing payroll through ADP Workforce Now preferred.
• Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
• Knowledge of general accounting (debits, credits, journal entries, reconciliations) required.
• Proven ability to maintain confidentiality and security of sensitive information.
• Strong expertise with Microsoft Office Suite.
• Effective verbal and written communication skill, problem solving and decision making skills

• Abortion patients are cared for at each of our health centers, and in part through the administrative, support, and other non-clinical services provided at all PPLA locations, and by all PPLA employees. Supporting these critical services is an essential job duty, and a fundamental responsibility of all employees and contractors.
• Manages compliance with: federal, state & local tax law & quarterly and annual payroll reporting (DE9, 941s), etc., tax deposit reporting, involuntary deductions (levies) (IRS, EDD, FTB), and all government reporting requirements.
• Manages compliance with government grant activity, ensuring accurate timecard coding, and reconciliation to the ERP system.
• Ensures timely and accurate processing of US payroll transactions, including salaries, variable compensation, differentials, benefits, garnishments, taxes, and other deductions.
• Understands, interprets, and applies complex rules, regulations, and legal provisions governing compensation and benefits
• Communicates and enforces organization-wide payroll policies and processes regarding earnings, deductions, timekeeping and government compliance reporting.
• Works closely with Human Resources (HR) and accounting teams
• Develops written procedures to document processes & rationale behind decision-making.
• Educates & trains the Payroll team and other departments within the organization.
• Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, terminations, garnishments, taxes, and other deductions.
• Manages annual W2 processing.
• Prepares and maintains accurate records and reports of payroll transactions, ensuring reconciliation to the ERP system.
• Prepares ad hoc reports
• Facilitates audits by providing records and documentation to auditors.
• Identifies and recommends updates to payroll processing software, systems, and procedures.
• Develops and maintains effective, productive, cooperative working relationships with employees, supervisory personnel and management.
• Maintains internal controls of payroll system and processes; conduct regular system and process audits to ensure data integrity and compliance.
• Administers state payroll tax registrations.
• Effectively communicate to employees, managers, and stakeholders on payroll deadlines to prevent disruption to the payroll process.
• Oversees the daily workflow of the department.
• Provides constructive and timely performance evaluations.
• Performs other duties as may be assigned by the Controller and/or Chief of Finance.

• Hiring Range: $104,683 - $125,620 (Exempt)
