DEPARTMENT OVERVIEW

UC Legal - Office of General Counsel provides comprehensive legal services to the University of California and its Office of the President.

POSITION SUMMARY

Reporting to the Systemwide Chief Health Counsel and Deputy General Counsel, Health Affairs, Privacy and Data Protection, this Special Counsel provides legal and strategic advice on federal civil rights, investigations, health law, privacy, cybersecurity and research compliance to UC Health, the Office of the President, Faculty Senate, and other stakeholders.

RESPONSIBILITIES

Core Client Service (75%) Establish and manage relationships with internal and external constituencies. Provide strategic leadership and counsel on federal civil rights, investigations, health law, privacy, and cybersecurity. Initiate, manage, and complete long‑term projects and policy changes. Advise senior leadership and The Regents on complex regulatory matters. Serve as a national expert and liaison with outside counsel. Process Improvement (15%) Streamline and enhance business processes, policies, and practices. Develop training, alerts, and tools to ensure compliance. Resource Management (10%) Manage outside counsel budget and proposals. Ensure accurate record keeping and compliance with authority delegations. Delegate work and mentor legal staff.

EXPERIENCE

More than 10 years of leadership experience providing strategic legal counsel on federal civil rights, investigations, health law, privacy and cybersecurity within the federal government, health care, or higher education.

REQUIRED QUALIFICATIONS

Extensive experience advising on complex legal matters with minimal preparation. Deep understanding of applicable laws, industry practices and enforcement trends. Strong collaboration, facilitation, strategic and creative thinking skills. Advanced interpersonal and written communication abilities. Expertise in project management and policy review. Ability to maintain confidentiality and uphold ethical standards.

PREFERRED QUALIFICATIONS

Ability to mentor and coach staff at all levels. Deep knowledge of federal regulatory and investigative processes and federal network.

EDUCATION

Advanced degree in a related field required.

LICENSES AND CERTIFICATIONS

Member in good standing of the D.C., Maryland or Virginia Bar required.

SPECIAL CONDITIONS

Hybrid work arrangement: On‑site at the University of California Washington Center, at least two days per week.

TRAVEL REQUIREMENTS

Occasional business travel within California to UC campuses or medical centers (~5%).

SALARY AND BENEFITS

Job Title: Counsel 5 Job Code: 000200 Salary Grade: 30 Payscale Range: $303,200 – $360,000 annual, commensurate with experience.
