Primary Function of Organizational Unit The Facilities Operations Unit reports directly to the Assistant Director of Utilities Services and Operations and is responsible for the planning, repair, renovation and maintenance of all NCCU facilities. Primary Purpose of Position The primary purpose of this position is to supervise and coordinate the maintenance shop in the repair, installation, and upkeep of campus HVAC systems to ensure safe, efficient, and reliable operations. This role plans and assigns daily work activities, defines job duties, and completes performance evaluations while maintaining and updating complex repair and preventive maintenance plans and conducting routine equipment inspections. The position is responsible for training staff and coordinating formal training as needed, as well as monitoring shop operations to ensure work is completed efficiently and within budget, including ordering and tracking materials and supplies. The supervisor diagnoses, troubleshoots, and repairs HVAC systems and components such as thermostats, electrical systems, motors, chillers, air handling units, pumps, cooling towers, piping, and water heaters, and oversees the installation and replacement of equipment. Additionally, the role ensures accurate completion of work orders, testing reports, and required documentation, participates in on‑call rotations to address emergency needs, and provides oversight of contractors to verify work is completed according to plans and specifications. The position also collaborates with project managers and assists with repairs and special projects as needed. Required Knowledge, Skills, and Abilities Comprehensive knowledge of HVAC systems, refrigeration, the National Electrical Code, and applicable state and local regulations. Ability to interpret and communicate complex projects using oral instructions, blueprints, and technical drawings. Ability to plan, organize, and layout work assignments from sketches, specifications, and verbal direction. Skilled in the use of electrical metering devices, diagnostic tools, and standard HVAC equipment. Demonstrated ability to plan, assign, and supervise the work of others. Working knowledge of Banner or similar enterprise systems, and proficiency in Microsoft Office applications (Word and Excel). Ability to monitor budgets, track expenditures, and manage resources effectively. Ability to work independently with minimal supervision and demonstrate initiative to complete projects and assignments. Strong problem‑solving skills with the ability to exercise sound judgment and discretion. Ability to work flexible schedules, including weekends and special events (e.g., commencement, convocations, athletic events). High school diploma or equivalency; or demonstrated possession of the competencies necessary to perform the work. Applies agency and/or university policies, procedures, and operational principles in daily supervision and decision‑making. Oversees the operation, maintenance, and repair of HVAC systems to ensure efficiency, safety, and reliability. Supervises HVAC staff, assigns work, and monitors performance to ensure quality service delivery. Coordinates preventive maintenance programs and responds to system issues or emergencies as needed. Ensures proper documentation, reporting, and adherence to safety standards. Safety and Health Compliance Demonstrates the ability to establish and promote a strong culture of safety by ensuring all work processes are free from safety and health hazards. Ensures employees are properly trained and that effective programs and procedures are in place to support a safe working environment. Maintains a high level of safety standards within the unit through consistent oversight and accountability. Routinely monitors and evaluates work practices to ensure employees follow prescribed safety procedures and regulatory requirements. Verifies the proper and safe use of materials, tools, and equipment in accordance with established guidelines. Addresses potential hazards proactively and implements corrective actions to prevent incidents and injuries. Project Management Analyzes faults, defects, and malfunctions in secondary electrical systems and control circuits, implementing appropriate corrective actions to restore system functionality. Provides oversight for projects and all related activities, ensuring adherence to quality assurance standards and safety requirements. Coordinates and manages facilities, equipment, materials, and other resources necessary to support project execution. Monitors environmental risks and ensures compliance with quality control measures throughout all phases of work. Develops and organizes task lists, timelines, and activity sequences to achieve defined project outcomes. Ensures all assigned actions are effectively carried out to meet project goals, deadlines, and performance standards. Leading Work Teams Establishes daily and short‑range objectives for the work unit based on established priorities and timelines, adjusting plans as needed to meet changing demands. Anticipates, plans for, and requests the equipment, materials, and resources necessary to complete assigned work effectively. Shares relevant knowledge with staff and fosters a collaborative learning environment. Monitors employee progress and provides constructive feedback to support continuous improvement. Identifies opportunities for employees to apply new knowledge, skills, and abilities in practical, on‑the‑job situations. Operations Management Supervise daily HVAC operations, including maintenance, repair, and installation activities. Ensure competency‑based hiring and evaluate staff based on technical skills and performance. Recommend pay adjustments based on competency development and performance outcomes. Identify employee strengths and development needs; support training and professional growth. Set clear, measurable performance and competency expectations. Monitor, document, and address performance issues through coaching and corrective actions. Ensure compliance with safety regulations, codes, and environmental standards. Oversee preventive maintenance and respond to system failures or emergencies. Cost‑Effective Resource Use Identify, monitor, and ensure the most cost‑effective use of resources. Make sound decisions regarding procurement of equipment and supplies in alignment with operational needs and budget constraints. Respond to and fulfill requests for budget information within established timeframes. Communicate budget allocations to staff and provide clear explanations or justifications for budget requests.
