Work involves establishing goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under general supervision with limited latitude for the use of initiative and independent judgment. Essential Functions Manages the activities of the energy performance and conservation, utility billing, project scope, and project budgeting staff; coordinates, monitors, and evaluates policies and procedures; develops guidelines, policies, procedures, rules, and regulations; monitors compliance with policies and procedures; and develops and implements techniques for evaluating program activities. Establishes program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; identifies needed areas in need of and makes recommendations to improve operations; and represents the agency at meetings, hearings, trials, conferences, seminars and on boards, panels, and committees. Prepares management and productivity reports and studies; develops and evaluates budget requests; conducts special investigations, internal audits, and research studies; prepares, develops, reviews, and revises legislation; and testifies at hearings, trials, and legislative meetings. Provides liaison with agency staff, other agencies and organizations, and the public; identifies staff development and training requirements; and provides technical guidance in the program areas. Supervises the work of others. Performs a variety of marginal duties not listed, to be determined and assigned as needed. Minimum Qualifications Education, Experience, and Training Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Accounting, Business Administration, Public Administration, or a related field preferred. Each year of experience as described below in excess of the required eight years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. Eight years full-time, wage-earning program administration or public administration experience to include four years in the supervision of employees. Experience in a governmental agency preferred. Ability to maintain the security and integrity of critical infrastructure as it is defined by state law. Knowledge and Skills Knowledge of local, state, and federal laws and regulations relevant to the program areas. Knowledge of the principles and practices of public administration and management. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred. Skill to communicate ideas and instructions clearly and concisely. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Skill to interpret and apply rules, regulations, policies, and procedures. Skill in administrative problem-solving techniques. Skill to review technical data and prepare technical reports. Skill to establish goals and objectives. Skill to develop and evaluate administrative policies and procedures. Skill in public address. Skill to manage program activities. Skill to supervise the work of others. Additional Requirements Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
