Virginia Small Business Financing Authority (VSBFA), an operating division of the Department of Small Business & Supplier Diversity (DSBSD), promotes small businesses in Virginia by increasing their access to capital which fosters development and employment and furthers the long-term economic goals of the Commonwealth.


The Executive Director

Based in Richmond, Virginia, the Executive Director provides leadership and direction for the Authority's activities and multi-million dollar programs as a part of the Department of Small Business & Supplier Diversity (SBSD) and the Commonwealth's overall economic development effort. The Executive Director will work with other divisions within SBSD, the Virginia Economic Development Partnership, the Virginia Innovation Partnership Corporation, The Tobacco Commission, other federal and state agencies, local & regional economic development officials, and the banking, credit unions, community development financial institutions, equity financing, and business communities in Virginia to expand the availability and accessibility of financing necessary for the growth and expansion of both new and existing Virginia businesses. This position is appointed by and will report to the Director of the Department of Small Business & Supplier Diversity per the Code of Virginia.

Core Responsibilities
• Lead and motivate VSBFA staff to work effectively as a team to meet the Authority's mission and goals;
• Work with the DSBSD Agency Director and the VSBFA Board of Directors to deliver the Authority's mission and goals;
• Plan and arrange the monthly Board of Director meetings and any scheduled Board retreat; support Directors as needed;
• Provide direction to finance and accounting, credit administration, loan operations, and the funding resources to ensure that it aligns with the Authority's mission, goals, and the strategic objectives of the Department of Small Business & Supplier Diversity.
• Collaborate with DSBSD Agency Director and the Board of Directors to develop and implement short and long-range strategic plans;
• Provide quarterly and annual financial statements, as well as program and ancillary reports, to advise the DSBSD Agency Director and Board of the Authority's financial condition and program utilization and effectiveness.
• Collaborate with staff, the Board and stakeholders to develop new access to capital programs;
• Serve as the VSBFA liaison to the Legislature, other state agencies and stakeholder groups;
• Insure compliance with all state laws and state and federal rules and regulations governing the operations of the Authority;
• Negotiate & implement contracts & agreements with program partners, vendors, and clients in conjunction with the DSBSD Agency Director.
• Develop evidence-based tools, metrics, and strategies to support decisions for credit policy, lending, and Authority programs.
• Provide regular reports to the DSBSD Agency Director and the Board of Directors about ongoing and new strategic partnerships, initiatives with other state, local agencies, and non-governmental institutions for key initiatives advancing the Authority's mission.

Minimum Qualifications

Proven skills in building and leading in either financing or credit underwriting team. Proven ability to think, plan, direct, and perform strategically, to develop evidence-based and measurable goals and to move a team toward the accomplishment of those goals. Demonstrated ability to lead, coach, develop, and supervise employees. Previous experience in two or more of the following areas: finance, commercial credit underwriting, portfolio management, credit policy development. Demonstrated experience in leveraging financial assistance to small businesses in order to mobilize private sector investment. Previous experience in strategic plan and budget preparation. Prior experience in banking, credit administration, and outreach. Strong communication skills, both oral and written. Strong attention to detail and organizational skills are required. Proven ability to work independently with minimal direction and oversight. Proven ability to develop and nurture relationships with partners and allies, including an active board of directors. Travel required.

Additional Considerations

Experience in banking, finance, economics, business administration, and marketing preferred. Successful completion of sales and commercial lending training programs preferred. Extensive experience with a financial institution managing a commercial loan portfolio, developing new business, performing credit analyses, processing loan requests, structuring loans, and formulating recommendations. Experience in making presentations, establishing business relationships, and negotiating and resolving problems. Preferred experience: (1) Considerable knowledge of public and private sector financing programs throughout Virginia. (2) Successful completion of banking or finance related sales and commercial lending training programs. Overseeing the SBFA's budget to ensure that it aligns with the Department of Small Business & Supplier Diversity strategic objectives.

Experience working with/in public-private economic development partnerships a plus. Supervisory experience in credit administration, banking and sales-oriented environments preferred.
