Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity. At this time, Dominion Energy cannot transfer or sponsor a work visa or employment authorization for this position. This position does not offer relocation assistance. Job Summary Position has responsibility for independently evaluating assigned projects to determine environmental permitting requirements, obtaining environmental permits for projects, providing environmental compliance support, and coordinating with Dominion Energy facilities and projects. Primary focus is environmental due diligence and construction permitting support for electric transmission, but work will involve other duties as assigned. Technical complexity of work is high. This position focuses on environmental permitting rather than environmental compliance. Candidates with environmental permitting experience are encouraged to apply. Job Duties Independently review projects under consideration for development or acquisition by Dominion Energy for compliance with applicable environmental laws and regulations and effectively communicate action items and compliance gaps to development team and management Independently determine environmental permit applicability for assigned projects with specific knowledge of Section 404/401, Section 7, Section 106, Erosion and Sediment Control, and Stormwater Management Programs Prepare applications and secure environmental permits or clearances required for construction Communicate environmental compliance requirements to development, project, and field teams Provide technical assistance to sites/projects for environmental compliance Interpret environmental permits and regulations to ensure that compliance dates and requirements are met; independently analyze problems and develop compliance strategies Prepare and conduct training Write and edit reports related to environmental programs; communicate and coordinate with regulatory agency representatives, negotiate permit conditions, represent Dominion Energy during regulatory inspections and other regulatory meetings Oversee and provide technical direction to contractors and consultants including preparation of scopes of work, purchase requisitions, permit applications, permit support materials, and invoice approval Represent the company before regulatory agencies, industry groups, and the public on environmental issues; promote corporate environmental policy, educate and assist employees to seek innovative ways to ensure operational environmental compliance Use electronic databases to analyze and monitor company compliance with regulatory requirements Adhere to Dominion Energy environmental policy, guidance, and work practices Adhere to Dominion Energy safety rules and safety performance expectations Perform any other duties as assigned 5–7 years relevant experience (Note: A Master's degree will count as one year of experience. A partial year of six months or more will be rounded up to one year). Specific Knowledge, Skills, and Experience Experience with permits related to wetlands (including threatened and endangered species and cultural and historical resource coordination), erosion and sediment control, and/or stormwater management experience preferred (permitting, not compliance) License or ability to obtain a license to operate a motor vehicle is required Regulatory agency experience or experience representing an organization with regulatory agencies is a plus Environmental permitting experience in multiple states is a plus, particularly in VA and NC Experience overseeing consultants and strong negotiation skills are a plus Demonstrated ability to effectively manage details, multiple tasks, and hard deadlines is essential Logic and reasoning skills to identify strengths and weaknesses of alternatives, conclusions, or approaches Respectful assertiveness to ensure environmental compliance requirements are met by others, while considering the spirit and letter of the law Excellent interpersonal skills to interface with internal stakeholders effectively Ability to give full attention to others, to take time understanding the points being made, and to ask questions Ability to influence others Ability to embrace collaborative problem solving Ability to communicate appropriately for audience needs and share information Ability to facilitate open idea exchange Ability to understand implications of new information Ability to identify complex problems, to review related information, to develop and evaluate options, and to implement solutions Ability to adapt actions Ability to remain professional while delivering high-quality, reliable, environmental services to customers Education Requirements Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor Preferred Discipline(s): Environmental Science, Engineering Other disciplines may be substituted for the preferred discipline(s) listed above.
