Drawing upon CHC’s 35+ years of experience serving transitional aged youth, the Hollywood Downtowner location opened in January 2026 offering transitional housing and supportive services to young people in Los Angeles just blocks away from our flagship site. Rounding out our community housing solutions, CHC also hosts two affordable housing units in the Los Angeles area.

As this position provides direct care to young people that are 18-24 years old, we require that applicants are at least 25 years old.

POSITION SUMMARY: Under the supervision of the Senior Vice President (SVP), the Director of Community Housing and Alumni Services will help to develop and will manage CHC’s new 30 bed Transitional Housing Program. The Director supervises the staff, coordinates the programs, and manages the operations at this new site. The Director will ensure the delivery of services to all residents in the transitional housing beds in accordance with CHC’s mission statement, Five Principles, Code of Conduct and CHC Policies and Procedures. The Director will supervise the Residential Manager and 3 Case Managers, while offering support to the Youth Engagement Specialist (YES) staff at the site. The Director will also be the primary contact and participate in local COC and CES systems, representing CHC in the community. The position is also responsible for promoting the development of a sense of community at the site, life skills among young people, tracking program outcomes and documentation, managing the program budget, ensuring adherence to federal and private funding guidelines, and being an ambassador of CHC with the community at large. This position will also oversee the operations of our new Affordable for Youth Housing sites, Linden Tree and Olive Tree Commons and the Alumni Coordinator for LA.

The Director works in concert with CHC’s Executive and Development teams to ensure that the site and agency fundraising objectives are met, and that CHC becomes a key member of the community around the site. All staff on the leadership team at CHC are expected to roll up their sleeves and lead alongside their teams, to foster, train and support each staff around the relentless engagement of the young people we serve and the capacity to be innovative and stabilize a new program.

ESSENTIAL FUNCTIONS:

· Manage daily operation of the Downtowner site (30 transitional housing beds, with a mix of THP+, SAP and ROP slots). Ensure appropriate levels of coverage seven days a week, 24 hours a day where applicable, as well as participate in Administrator On-Call for the LA region.

· Responsible for the hiring, training, and supervising of Manager, Case Managers and other supportive staffing positions as well as participating in the hiring, training, and supervision of all Youth Engagement Specialists.

· Work collaboratively with Human Resources on all on-boarding, performance issues, and terminations as needed.

· Oversee and coordinate all intakes and discharges following the current CHC policies and practices, as indicated to ensure that program capacity is optimized, align with contract obligations, and meet the programs’ outcomes measurements.

· Serve as the liaison for the Coordinated Entry System which includes participation in CES meetings, program reviews, work groups, learning communities or trainings associated with LAHSA and DCFS.

· Ensure opportunities for training and supportive supervision around trauma-informed care, harm reduction, relentless engagement, motivational interviewing, and other training priorities for engagement and working with youth experiencing homelessness. Working collaboratively with the Sr. Director of Training and Professional Development.

· Oversee Targeted Case Management (TCM) component of the program, ensuring all documentation is completed accurately, concisely and in a timely manner as well as ensuring all TCM guidelines are being followed. This is done in concert with the QA team statewide.

· Ensure adherence to programmatic standards of documentation as it relates to client files to ensure that all client files meet contractual obligations.

· Prepare monthly program reports and participate in quarterly, annual, and program renewal reports as needed.

· Collaborate with CHC’s Development Department in supporting of the agency’s philosophy of “funding together, including preparing grant proposals and program renewal reports”.

· Oversee annual review and updating of program policies, procedures, and related documents (e.g., program handbooks and applications).

· Monitor program budget. Complete monthly and semiannual budget reports. Provide recommendations for budget modifications.

· Work closely with Data/Quality Assurance to ensure integrity of data entry and reporting. Effectively utilize databases/systems required for reporting purposes including Efforts to Outcomes (ETO) and HMIS.

· Ensure adherence to CHC Policies and Procedures and promote an environment that adheres to the driving philosophy, principles, values, and strategic initiatives of the agency.

· Provide direct supervision and support to the Alumni Coordinator ensuring communication, support and tracking of engagement are completed and attended to.

· Support the overall operations of the Affordable for Youth Housing sites, this will include appropriate selection of tenants, community building activities, proper support and oversite to the live-in managers, as well as housing tenancy challenges that arise.

· Ensure routine reviews of the physical plant and equipment to ensure areas meet expectations. Complete work requests promptly as needed for repairs at all 3 sites.

· Participate as part of CHC’s SoCal leadership and Program Leadership teams. Attend leadership meetings and trainings as indicated. Collaborate with colleagues on initiatives that aim to strengthen an integrated services model including participation in work groups.

· Participate in state-wide and national advocacy measures to give a voice to the complex issues of youth homelessness and the need for diverse services, housing options and outcome measures that is required in serving transitional age youth.

· Have a significant leadership role in the broader community, advocating for agency support and the issues of the young people we serve.

· Other duties as assigned.

JOB REQUIREMENTS

EDUCATION: Bachelor's degree in social services or a related field of study (e.g. public health, sociology, psychology, social work) from an accredited college or university required. Masters degree strongly preferred.

EXPERIENCE: Minimum five (5) years of supervisory experience required. Minimum five (5) years experience in residential, homeless services and/or mental health services with at least two (2) years working withyoung people experiencing homelessness or trafficking, those that have been in foster care or juvenile justice systems, other vulnerable populations and/or experience in the homeless service provider network. Experience with case management and/or mental health services in HIS stabilization, including establishment of a crisis response system. Lived experience is a plus.

SKILLS & CERTIFICATIONS: Possession or ability to obtain and maintain valid CPR/First Aid certification and guard card credentials. Must have good organizational skills and the ability to satisfactorily communicate with staff members, clients, vendors, stakeholders and the public orally and in writing. Communication with and about youth must reflect a “strength based” and “trauma informed” approach. Must have excellent public speaking skills to comfortably and effectively advocate for and represent CHC in the community. Must be an independent, self-starter and team player with the ability to collaborate with clients, partner agencies, government stakeholders, and staff at all levels and all departments. Ability to exercise appropriate authority when needed and good judgment in crisis situations. Bilingual in Spanish highly preferred.

KNOWLEDGE: Knowledge of positive youth/adolescent development, crisis intervention, harm reduction, trauma-informed care, trauma-informed supervision practices, mental illness care and practice, community-based service delivery, and adolescent development. Knowledge of local resources, systems, and partners operating in the homelessness, housing, mental health, and human services space. Safety and emergency preparedness protocols.

WORKING CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Facility consists of both general business office environments and communal residential shelter environments. Must be able to bend, sit and stand, and walk for prolonged periods of time on a daily basis. The Hollywood Downtowner site and affordable housing communities consist of independent living units that require the ability to navigate a flight of stairs to enter and exit units on the second floor to perform essential duties. Additionally, while performing the duties of this job, the employee will be required to regularly work in outside weather conditions when transitioning between properties or between units within a single property. Must be able to lift up to 40 lbs. on occasion. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is usually moderate to loud.

TRANSPORTATION / DRIVING REQUIREMENTS: Employees in this position must possess and maintain a valid California Driver’s License and an acceptable driving record. Driving is an essential function of this role and includes transporting clients using company vehicles, which may include 8–10 passenger vans. As a condition of employment, employees assigned driving responsibilities must provide proof of a valid driver’s license and a satisfactory Department of Motor Vehicles (DMV) driving record. If an employee is required to use a personal vehicle for work-related travel, including attending off-site meetings or appointments with clients or staff, the employee must maintain and provide proof of valid automobile insurance in accordance with applicable law and company policy.

SCHEDULE: This position is Full-Time (minimum 40 hours/week), in-person role. Some weekend, late evening, and/or holiday work will be required to support 24/7 shelter operations, attend trainings, and/or support special events.

SUPERVISORY DUTIES: Provide direct and indirect supervision to Residential Manager, Manager of Community Housing and Alumni Services, Case Managers, Youth Engagement Specialists, and per diem employees. Participation in the regional on-call management rotation schedule. The on-call is responsible for providing on-call coverage and crisis support for the shifts assigned to them on the rotation schedule.

EQUIPMENT USED: Computers, computer software, computer peripherals, telephone, two-way radios (aka walkie talkies), printer/copy/fax machine.
