Role Overview:  

Local Veterans' Employment Representatives conduct outreach to employers and business associations and engage in advocacy efforts with hiring executives to increase employment opportunities for Veterans and encourage the hiring of disabled Veterans. These duties are outlined in 38 U.S.C. 4104(b). 

Local Veterans' Employment Representatives are an essential part of and fully integrated into the WorkOne / American Job Center network. They are included among the WorkOne / American Job Center partner staff, which consists of all staff employed by programs or activities operated by WorkOne / American Job Center partners listed in 29 U.S.C. 2841(b) that provide online and/or in-person workforce development or related support services as part of the workforce development system. Other WorkOne / American Job Center partner staff members include staff of Workforce Innovation and Opportunity Act, Wagner Peyser, and other WorkOne / American Job Center network partner programs.

Essential Duties/Responsibilities:

Local Veterans’ Employment Representatives principal duties are to: (1) Conduct outreach to employers in the area to assist Veterans in gaining employment, including conducting seminars for employers and, in conjunction with employers, conducting job search workshops and establishing job search groups; and (2) Facilitate employment, training, and placement services furnished to Veterans in a State under the applicable State employment service delivery systems.

Local Veterans’ Employment Representatives must perform only the duties outlined in 38 U.S.C. 4104(5), which are related to outreach to the employer community and facilitation within the state’s employment service delivery system. Therefore, Local Veterans’ Employment Representatives must be assigned duties that promote to employers, employer associations, and business groups the advantages of hiring Veterans. When employer outreach is primarily accomplished by a “business services team” or like entity, the Local Veterans’ Employment Representatives must be included as an active member of that team.

Local Veterans’ Employment Representatives should advocate for all Veterans served by the WorkOne / American Job Center (AJC) with business, industry, and other community-based organizations by participating in appropriate activities such as:

• Planning and participating in job and career fairs.
• Conducting employer outreach.
• In conjunction with employers, conducting job searches, workshops and establishing job search groups.
• Coordinating with unions, apprenticeship programs, businesses or business organizations to promote and secure employment and training programs for Veterans.
• Informing federal contractors of the process to recruit qualified Veterans.
• Coordinating and participating with other business outreach efforts.

A Local Veterans’ Employment Representative (LVER) shall perform only duties related to the employment, training and placement services and shall not perform other non-Veteran-related duties that detract from the representative’s ability to perform the representative’s duties related to employment, training and placement services.

Local Veterans’ Employment Representatives are also responsible for “facilitating employment, training, and placement services furnished to Veterans in a State under the applicable State employment service delivery systems” (38 USC 4104(b)(2)). DOLVETS defines this facilitation duty as the act of capacity building within the state’s employment service delivery system to ensure easier access to the appropriate employment and training services for job seeking Veterans. Local Veterans’ Employment Representatives should play an important role in assisting with the development of the service delivery strategies for Veterans in their assigned AJC, as well as educating all AJC partner staff with current employment initiatives and programs for Veterans.

Salary:

The salary for this position traditionally starts at $42,900.00 but may be commensurate with education and work experience. Use our to view the total compensation package.

A Day in the Life:

The essential functions of this role are as follows: 

• Conduct outreach to employers to assist veterans in gaining employment, including conducting seminars for employers and, in conjunction with employers, conducting job search workshops and establishing job search groups. 
• Facilitate employment, training, and placement services delivered to veterans. 
• Plan and participate in job and career fairs. 
• Promote the advantages of hiring veterans to employers, employer associations, and business groups. 
• Work in partnership with Work One to identify job ready Veterans for career placement. 
• Promote all Work One services to the employer community through presentations and trainings and provide local Work One offices training on what services the LVER offer. 
• Develop employer outreach activities to establish, maintain, and facilitate regular contact with employers that will promote employment and training opportunities for the benefit of all Veterans.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Veteran hiring preference position.  
• Ability to utilize basic computer skills including Microsoft Office applications (Word, Excel, PowerPoint, and Outlook). 
• Ability to communicate effectively and speak publicly to present information and interview Veterans. 
• Ability to learn all VA program offerings by the State of Indiana and the local job centers. 
• Ability to provide quality customer service. 
• Ability to conduct internet research such as labor market information, veteran programs, services, and social media (Example: LinkedIn). 

You must satisfy the following requirements to continue employment:

• Complete all DOL-VETS required training as defined by the National Veterans Training Institute (NVTI) within 18 months. 

A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
