Deputy Chief, Marketing Director

The primary purpose of this position is to serve as Deputy Chief, Marketing Director at a major command (MAJCOM) with responsibility for directing all marketing activities under the Total Force (TF) Recruiting charter for the United States Air Force (USAF) components (comprised of Regular Air Force Recruiting (RegAF), Air Force Reserve (AFR) Recruiting, Air National Guard (ANG) Recruiting and Retention, US Air Force Academy, AF Reserve Officer Training Corps,) and the United States Space Force (USSF), sharing with the Chief, Marketing Director the full scope of responsibility for directing the activities of the MAJCOM and, in the chief's absence, possesses the same authority and prerogatives.

• Guides the Directorate's plans, organizes, and oversees the activities of all marketing and advertising efforts across the Air Force and Space Force enterprise.
• Participates with the Chief, Marketing Director in the exercise of supervisory personnel management responsibilities.
• Represents Air Force Marketing to a variety of functional area organizations.
• Provides Marketing expertise, authority, and acquisition management support and oversight of all aspects of USAF and USSF marketing programs.

• Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
• May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes providing comprehensive oversight of brand and recruiting initiatives, formulating the policies, procedures, and work plans necessary to drive organization-wide marketing investments, developing goals and objectives that integrate the marketing mission across the scope of the organization, and serving as the point of contact for all high-level tasks, briefings, and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts, and methodologies, and financial management directives, concepts, procedures, guidance, and policy.
• Knowledge of the mission, roles, functions, organizational structures, and operation of recruiting to provide command-level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate organizations.
• Knowledge of resource management principles and techniques as they relate to organization personnel sourcing, facilities and vehicle fleet oversight, internal and external threat protection, programmatic funding, strategy development, contracting out, and in sourcing and allocation studies.
• Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
• Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
• Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
