About The Role OpenAI is seeking a highly organized and skilled Policy Manager with exceptional writing, analytical, program management, and strategic thinking abilities to join our Global Affairs team, in the Policy Development and Operations team. The Policy Development and Operations team identifies, tracks, and analyzes emerging legislative and regulatory proposals globally. They lead and coordinate the development of global public policy positions informed by legislative trends and OpenAI’s technical expertise, coordinate policy campaigns across regions, and integrate regional perspectives to represent Global Affairs in company-wide initiatives such as product launches. Reporting to the Head of Policy Development and Operations, this role will development proactive policy positions by working closely with regional teams to analyze legislative and regulatory proposals and provide issue-area expertise. You will synthesize legislative trends and regional insights, apply cross-functional perspectives, and articulate key decisions, trade-offs, and areas of alignment or disagreement. This role focuses on a broad range of policy issues with a central focus on AI safety or industrial policy as part of your portfolio. You will also collaborate with safety systems, product, product policy, and industrial compute teams to understand OpenAI’s products and translate that understanding into policy-relevant insights, analysis, and proactive proposals. This role contributes to the Global Affairs team’s broader thinking about proactive policies to advance and how to position those policies to succeed globally. It is a deeply collaborative role that will leverage OpenAI’s strengths across policy and technical functions. You will work with regional and functional teams, as well as with representatives from our legal, product policy, research, safety systems, and industrial compute teams. You will be responsible for ensuring that technical perspectives are reflected in our policy agenda and advocacy. OpenAI releases industry-leading research and tools. The policy team operates in a fast-paced environment, where flexibility is essential. You will set clear priorities and balance cadence, balancing technical rigor with accessibility for a policy audience. This role may be based in San Francisco, CA, or Washington, D.C., and may require frequent travel to participate in meetings and events with key stakeholders. Relocation assistance is available to new employees. Responsibilities Develop proactive policy positions by analyzing legislative and regulatory proposals and synthesizing regional insights. Collaborate with regional teams and cross-functional partners to articulate positions, trade-offs, and areas of alignment or disagreement. Coordinate policy campaigns across regions and contribute to company-wide initiatives (e.g., product launches). Translate technical product knowledge into policy-relevant insights for policymakers and stakeholders. Balance speed and rigor in policy development, with an emphasis on clear, accessible communication for policy audiences. Engage with safety, product, and industrial compute teams to reflect their perspectives in policy agendas. Qualifications / What You Should Thrive In Experience at the intersection of technology, policy, and politics; ability to translate complex socio-technical issues for diverse audiences, ideally with a focus on AI safety or industrial policy. Understanding of industrial policy issues related to AI supply chains, datacenters, semiconductor export controls, government infrastructure incentives, regional economic growth, trade policy, energy, environment, permitting, transparency, and sustainability. Understanding of AI safety issues including frontier risks (cyber, CBRN, alignment) and consumer safety issues (AI in high-risk domains, algorithmic discrimination, fraud). Experience in technology policy in government or in a private-sector policy or legal team. Ability to analyze and engage on complex regulatory and legislative proposals, including drafting positions and supporting negotiations. Experience driving external policy initiatives such as thought leadership, white papers, and participation in industry coalitions. Excellent written and oral communication and presentation skills; experience briefing senior officials; ability to engage both technical and policy specialists. Ability to operate in fast and flexible environments with rapid analysis, decision, and action cycles. Sound judgment and high integrity. Genuine care and knowledge about the impact of technology on society.
