Project Engineer

Chippewa Government Solutions LLC, a Sault Tribe Inc. (“STI Federal”) company, is searching for a dynamic and skilled Project Engineer to be a key part of our expanding team!

What You’ll Do…

As an Installation Project Engineer, you will manage, coordinate, and execute engineering projects supporting installation facilities and infrastructure. You will work closely across multiple functional areas—including contracting, finance, engineering teams, contractors, and installation stakeholders—to ensure the successful delivery of projects that meet mission requirements. You will assess technical needs, interpret regulations, manage project budgets, and ensure quality execution throughout all phases of design and construction.

Key Responsibilities & Expected Outcomes

  • Collaborate with host, tenant, and supported units toidentify, define, and document built‑infrastructure requirements.
  • Conduct feasibility studies and evaluate alternatives (status quo, renovation, new construction) to address capability gaps.
  • Determinecorrect legal work classification (Maintenance, Repair, Construction)inaccordance withstatutory definitions and DAF policy.
  • Coordinate project siting with the installation master plan, securing siting approvals, NEPA compliance, and historic/cultural resource reviews.
  • Develop and compile DD Form 1391 packages, ensuringaccuratescope, cost estimates, justifications, and operational impact documentation.
  • Prepare and coordinate formal Economic Analyses for projects requiring lifecycle cost‑effectiveness justification.
  • Draft and process Certificates of Compliance to verify conformance with UFC criteria, environmental standards, and safety regulations.
  • Identifyappropriate fundingprograms (FSRM, MILCON, UMMC, NAF) and ensure proper alignment with project requirements.
  • Apply asset management principles to evaluate, prioritize, and justify installation requirements based on risk, mission impact, and facility condition.
  • Advocate for installation projects through AFCAMP and POM cycles to secure funding within the Construction Tasking Order.

  • AdviseBCE, Installation Commander, and Wing Leadership on project status, execution strategies, and statutory limitations.
  • Coordinate planning responsibilities and funding boundaries with tenant units and external mission partners.
  • Serve as technical liaison to resolve project validation issues with AFCEC, AFIMSC, and MAJCOM reviewers.
  • Lead and manage installation‑related engineering projects, ensuring alignment with DoD facility standards and missionobjectives.
  • Coordinate cross‑functional contributions from contracting, engineering, finance, and external contractors tomaintainscope, schedule, budget, and quality.
  • Oversee design, construction, sustainment, maintenance, and upgrades for installation facilities and infrastructure.
  • Research, interpret, and apply engineering policies, regulations, and technical guidance to developtimelyproject solutions.
  • Monitorproject risks, performance metrics, deliverables, and documentation for compliance with regulatory and contractual requirements.
  • Support development of engineering plans, specifications, cost estimates, and technical reviews.
  • Engage stakeholders to resolve technical issues, ensure project alignment, and promote collaboration across installation operations.

  • Ability to lead multidisciplinary efforts and drive successful project outcomes in dynamic operational environments.
  • Deep knowledge of DAFI 32‑1020, Unified Facilities Criteria (UFC), Joint Basing regulations, and statutory thresholds for federal construction and maintenance.
  • Advanced technical writing skills, with mastery in crafting clear, compelling DD Form 1391 justifications and translating engineering data into non‑technical narratives.
  • Strong financial acumen, including understanding federal budgeting lifecycles, MILCON and FSRM funding mechanisms, and lifecycle economic analyses.
  • Proficiencywith CE enterprise software tools such as TRIRIGA (NexGen IT), GIS platforms, and parametric cost‑estimating systems like PACES.
  • Skilled in collaborative negotiation, capable of leading planning charrettes, building consensus among tenant organizations, and advocating for installation priorities at higher‑headquarters forums.

Minimum Qualifications 

  • Education: Bachelor’s Degree in engineeringor a related technical discipline such as Civil, Electrical, Mechanical, Structural, or Architecture.
  • Experience:
  • At least five (5) years of relevant experience working with U.S. military or DoD facilities and requirements. 
  • Demonstrated project management experience supporting installation facility design, construction, or sustainment efforts.
  • Clearance: Ability to obtain andmaintaina DoD Security Clearance, ifrequired.

Preferred Qualifications 

  • Education:
  • Advanced engineering degree or applicable certification (desired but notrequired).
  • Project Management Professional (PMP) certification preferred.
  • Experience: Experience leading multidisciplinary engineering projects within federal or DoD environments.

Work Environment 

  • Environment: Work will be performed in a climate controlled office or laboratory setting
