Community Manager (Affordable Housing)

Community Manager The Community Manager’s primary responsibility is the daily operations and oversight of a Section 8 Base and Tax Credit community. The role serves as the point of contact for the managing property and stakeholders, provides leadership and direct supervision of staff, ensures superb customer service, and manages all aspects of the apartment community operations under the portfolio. The position implements the annual business plan for the property, ensures excellence in financial management, maximizes occupancy levels, maintains community values, ensures compliance, and oversees staff/vendor oversight. The manager also ensures that the environment of the property reflects the philosophy of the company. Essential Duties Manage property and staff ensuring compliance with all Fair Housing and Fair Credit Reporting Requirements, Human Resources and Operations policies and procedures, and Safety Management programs. Ensure HUD and LIHTC compliance, manage resident relations, oversee recertification and inspections, coordinate maintenance operations, monitor financial performance, and lead on‑site staff. Responsible for occupancy management, rent collections and maintaining compliance. Administer HUD recertifications and supervise all aspects of monitoring agency compliance including proper recertification, interim recertification procedures and coordinate annual unit inspections. Oversee the day‑to‑day outreach, sales, and customer service efforts to meet and exceed performance targets. Evaluate current market conditions and competition. Increase revenue while maintaining controllable expenses including revenue collections and delinquency control. Provide customer service to residents, resolving any issues that may occur and ensuring maintenance completes service requests. Ensure that all property reporting is completed in a timely manner (i.e., financial reports, marketing reports). Operate within budget and purchasing guidelines. Maintain curb appeal by walking/inspecting property and vacant units. Ensure company policies and procedures are met. Attend court proceedings as necessary. Coordinate and lead staff meetings as necessary. Supervise, review, evaluate, and counsel employees in conjunction with the directives of the Area. Promote Resident Services initiatives to drive efforts at the community level, engaging residents in social, educational, planned activities and events. Prepare reports of all operational financial data to the Regional Property Manager, Property Staff Accounts and other Corporate Departments as requested. Lead staffing, training, and development initiatives for the property to ensure the best talent is part of the property team. Job Requirements Previous Property Management Experience. Compliance Experience with PB section. Professional certification: COS or CPO. Two years supervisory experience. Computer proficiency and knowledge of Microsoft Office Suite. Demonstrated leadership ability and proven track record of success with the leasing process. Must be able to walk apartments and grounds, including steps and climbing stairs. Excellent verbal and written communication skills and ability to interact with residents and customers in a professional manner. Strong financial analysis, budgeting, and P&L management skills. Working knowledge of applicable Landlord Tenant Laws, Fair Housing mandates and other legal issues affecting property management. Experience with unit and common area renovations. Possess proven financial and accounting expertise. Excellent customer service orientation. Excellent verbal and written communication skills. Accounts receivable and collections experience a must. Attention to detail and ability to work independently on assignments. Proficient in Word, Excel, Outlook, One‑Site Property Management Software and Internet. Education High school diploma or GED. This position requires the ability to accurately perform intermediate mathematical functions and the ability to understand and perform all on‑site resident management software functions. Professional Experience A minimum of three years of experience in residential property management and lease‑up activities. Attendance/Travel Requirements The position requires the ability to work any of the seven days of the week, 52 weeks of the year. Due to the property staffing limitations, it is extremely critical that individuals be able to work their scheduled hours consistently and, if necessary, overtime hours when requested. The position requires the ability to serve on‑call, as scheduled or as necessary. Travel may be required at times to attend various owner gatherings either in the general vicinity of the associate’s home property or in another state. You must also be able to attend certain resident events that are held after hours. Computer Skills Intermediate Computer/Microsoft Suites/Internet knowledge. Working knowledge of Outlook and Yardi. Physical Demands Must be capable of physically accessing all exterior and interior parts of the property and amenities. Must be able to push, pull, lift, carry or maneuver weights of up to 50 lbs. independently and 100 lbs. with assistance. Learning & Development Maintain a commitment to ongoing personal development and career growth through career path activities provided through the corporate office and external sources as needed. This role is exempt and has an anticipated annualized base salary rate between $100,000 to $108,000 for a new employee depending on a number of relevant factors including an individual’s experience, qualifications, knowledge, skills, abilities, client/property or company budgetary limitations/guidelines, and other job‑related company and market considerations. This position may be eligible to receive discretionary and/or performance‑based bonuses on a spot or annual basis, which are variable depending on individual merit/performance, budgetary limitations, company performance, and other job‑related factors. Full‑time positions (30+ hours/week) are eligible for 2 weeks paid vacation, sick and related leave, 11 paid holidays, and health & welfare benefits as outlined on the Company’s website.
