Duties

Help

The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description, PD#99434-A, Purchasing Agent GS-1105-7.

The required knowledge, skills, and abilities are adequately obtained through the satisfactory performance of progressively more difficult assignments that are essentially and substantially identical duties and responsibilities in nature as described in the full performance position description. However, assignments are limited at this developmental level by the amount of control exercised by the supervisor, the employee responsibility for carrying out assignments, and the review of completed work as reflected below:

At the GS-06 developmental level, the supervisor or other designated authority assigns work with standing instructions on applicable procedures and policies to follow, performance expected, and priorities and deadlines to meet. For example, standing instructions may provide information on how to decide if the requirements should be purchased against an established contract or through open market procedures. This guidance may include an explanation of the applicable FAR parts and sections, forms required to prepare delivery or purchase orders, and any documentation required to justify the method of purchase. The supervisor provides additional specific guidance on new, difficult, or unusual assignments, including suggesting work methods or source material available. For example, if the employee is purchasing specialized services or specialized construction projects, the supervisor may provide the employee with a checklist of procedures and regulations to follow and assist the employee throughout the process.

The employee uses initiative to make or recommend purchases for recurring requirements independently. The employee refers situations not covered by instructions or practice to the supervisor for decision or help. The supervisor reviews recommended awards and completed purchase files to ensure that the methods used by the employee are technically accurate and that they comply with established procedures.

Some employees work more independently than others, having become familiar with the purchasing methods and procedures used to make purchases for a variety of standardized requirements at varying dollar values. These employees may be assigned and may carry out work with less supervision than typically is found at this level because of their extensive purchasing experience.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

• Experience which demonstrates knowledge of procurement regulations (e.g., simplified acquisitions), business practices, and the ability to perform standard assignments in purchasing, inventory, or supply chain management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Preferred Experience: One (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Purchasing Agent position. Specialized experience includes: maintaining regular contact with vendors, contractors, medical center/ facility professionals, and staff; purchasing for a variety of prosthetic and sensory aid devices, medical supplies, surgical implants, and durable medical equipment involving specialized requirements and/or commercial requirements; utilizing a variety of databases and computer systems to maintain accurate accounting of all actions; examining incoming procurement requests for completeness; maintaining computer security and access to files.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
