Job Description and Duties
RESPONSIBILITIES
• Capital Outlay Funding Requests
o Prepares Capital Outlay Funding Requests including Project Feasibility Reports and Capital Outlay Budget Change Proposals (COBCPs).
• Capital Project Support
o Prepares initial space program and reviews work and monitors consultants in the preparation of court facilities programming documents. Serves as a member of the capital project team.
• Support for Noncapital Projects
o Planning for leases, renovations, and modular buildings for court expansion projects, including court-funded projects.
• Prepare and Review Reports and Documents for the Judicial Council, State Legislature, and other decision-making bodies
o Draft reports to the Judicial Council on behalf of its TCFMAC or Court Facilities Advisory Committee (CFAC) or Judicial Council Facilities Services; draft TCFMAC and CFAC Annual Agendas and other committee documents (e.g., memos and reports) for approval by the Judicial Council’s Executive and Planning (E&P) Committee.
• Serve as Support Staff to the Judicial Council's TCFMAC and CFAC.
o Plan meetings and arrangements including but not limited to: setting agendas and locations and working with administrative staff who poll members, set up rooms, order food, arrange audio/visual support, and facilitate committee member lodging and transportation needs.
• Update the Judicial Branch's Five-Year Infrastructure Plan (five-year plan) and Trial Court Capital Outlay Plan (TCCOP).
o Schedule annual milestones for submission to the DOF.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
Bachelor’s degree and four (4) years of professional experience in providing analytical and technical
support to facilities management. Possession of a bachelor’s degree in a directly related field such as environmental science, biology, engineering, real estate, etc., may be substituted for one of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field such as architecture, civil engineering, or construction or
building management, and one (1) year of experience in providing analytical and technical support
to facilities management.
OR
One (1) year as a Facilities Analyst in the assigned field with the Judicial Council of California or
one (1) year of experience performing the duties of a class comparable in the level of responsibility
to that of Facilities Analyst in a California superior court or California state-level government entity
DESIRABLE QUALIFICATIONS
• Preferably the candidate would possess a bachelor's degree, preferably with major course work in architecture, city and regional planning, engineering, construction management, or interior design, and years of professional experience as a facilities planner. Professional experience
with a court, county, or state agency, including one year of lead experience preferred, or professional, varied and increasingly responsible experience in facilities project management, regional planning, real property leasing, architectural design, or construction management.
• The candidate possesses the ability to analyze facilities and space needs and match them to organizational resources and long-range plans as well as advise local court leadership in these matters.
LICENSING AND CERTIFICATIONS
- Valid driver’s license, as assigned.

$7,941 - $11,912 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
