Salary: $197,600 - 364,000 per year Requirements:

• We require a masters degree in social sciences, statistics, economics, or a related discipline.
• We require 7+ years of experience managing highly technical projects.
• We require demonstrated hands-on experience conducting disclosure risk assessments and applying statistical disclosure limitation methods to real datasets, including cell suppression, data swapping, noise infusion, top-coding, generalization, or synthetic data generation.
• We require experience producing public-use or restricted-use data files with supporting codebooks, documentation, and sampling weights.
• We require advanced applied statistical skills and production-quality coding ability in R, SAS, Stata, or Python, with the ability to deliver documented, reproducible code as a contract deliverable.
• We require excellent oral and written communication skills, including the ability to communicate technical methodology clearly to staff at all levels.
• We require U.S. citizenship and the ability to pass a background investigation.
• We prefer 10+ years of experience in social science research, especially with advanced statistical methods and disclosure avoidance techniques.
• We prefer prior disclosure avoidance work for or on behalf of a federal statistical agency such as BJS, Census, BLS, NCES, or NCHS, or their prime contractors.
• We prefer experience with formal privacy methods, including differential privacy and formally private tabulation systems.
• We prefer experience with criminal justice or victimization data collections, including NCVS, NIBRS, or corrections and law enforcement statistical series.
• We prefer prior service as a named Principal Investigator or Co-Principal Investigator on a federal contract or research award.

• We serve as the senior technical lead for the program, setting methodology across all disclosure avoidance work and defining clear technical authority on the project team.
• We maintain the decision memo record documenting methodological milestones and changes at key decision points.
• We conduct disclosure risk assessments on an anticipated 5 to 10 BJS data collections each year and summarize findings and mitigation recommendations in disclosure risk assessment reports.
• We apply disclosure avoidance techniques to microdata and tabular products based on assessment findings and recommend mitigation measures for public-use data and tiered access structures for published microdata.
• We develop public-use and restricted-use data files, including de-identified data with sampling weights, codebooks, variable listings, summary statistics, and delivery in standard formats such as SAS, Stata, SPSS, CSV, or ASCII.
• We develop curriculum and deliver two annual virtual trainings to BJS staff, then provide hands-on support as trainees apply the material to their own data products.
• We conduct statistical research, including simulations of alternative disclosure avoidance techniques, evaluation of disclosure risk versus data utility, and investigation of emerging methods for future BJS data assets.
• We develop and maintain technical documentation supporting BJS disclosure policy and respond to ad hoc analytical requests requiring disclosure avoidance expertise.
• We ensure all work meets BJS confidentiality, data protection, and human subjects obligations and contribute to the program Data Management Plan and Privacy Certificate.

This part-time, as-needed Principal Investigator role supports the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics on the Data Disclosure Avoidance Support Program. The position is primarily remote, with program meetings, kickoff, and staff trainings held virtually and occasional onsite presence in Washington, DC as required. Compensation is listed at $95.00 to $175.00 per hour, and the work location is hybrid remote in Washington, DC 20531.
