About the Opportunity Palladium is currently seeking a Senior Data and Digital Health Advisor (STA) to support the implementation of the Translating Data for Implementation (Data.FI) regional scope. Data.FI is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the State Department. The STA advises and collaborates with project teams to plan, develop, and implement high‑quality data systems, ensuring adherence to industry standards and best practices. The role will support advancing cross‑border early warning operations in one or two high‑risk border corridors in Asia. The ideal candidate brings expertise in health information exchange, global health security, integration of multi‑source data systems, and experience supporting donor‑funded projects. This is a short‑term consultancy role with duration until September 30, 2026. Location and Compensation Hybrid; DC/US based. Reporting Lines The Senior Technical Advisor will report directly to the Technical Director, Data.FI. Primary Roles and Responsibilities Work with project teams to advise, plan, develop, coordinate, and implement the programmatic workplan related to data systems and ensure quality implementation of activities. Lead data and digital health and digital public infrastructure (DPI) landscape analysis and readiness assessments to identify maturity, challenges, opportunities and provide recommendations across the enabling environment. Assess workflow processes and data flows to support transition from paper to digital and develop effective communications and change management tactics and strategies. Provide technical expertise for data exchange and interoperability platform design, implementation and operations, including shared digital services such as identity and registries. Facilitate governance through stakeholder consultations, developing operational plans, supporting coordination and leading meetings, workshops and other events. Work with the Directors of Digital Systems to ensure guidance on best practice and industry standards are communicated to project teams and guide staff on technical implementation. Complete other duties as assigned. Qualifications Master’s in Data Science, Information Systems or similar degree and 10+ years of relevant work experience; PhD preferred. Fluency in English. Previous experience managing projects or activities that required high quality organizational, financial, or managerial skills. Comprehensive understanding of information systems, primary health, Global Health Security, and Early Warning Indicators. Experience developing information systems that integrate data from multiple data sources, along with effective engagement of government ministries or other relevant clients responsible for the different data sources. Experience supporting work implementing U.S. Government or other donor‑funded projects. Core Abilities Required Excellent verbal and written communication skills. Excellent interpersonal skills.
