Information Technology Division Manager

Under general direction, plans, organizes, manages, and directs the activities and operations of the City's Information Technology Division, including enterprise systems administration, network infrastructure, cybersecurity, technology planning, telecommunications, business applications, and end-user support; develops and implements technology strategies and policies; manages technology projects, contracts, and budgets; provides oversight of information security programs and technology initiatives; coordinates assigned activities with City departments, consultants, vendors, and outside agencies; and provides highly responsible and complex professional support to executive management. Supervision Exercised Receives general direction from assigned management personnel. Exercises direct supervision over professional, technical, and administrative support staff.

Plans, manages, and oversees the daily functions, operations, and activities of the City's Information Technology Division, including enterprise systems administration, network infrastructure, cybersecurity, technology planning, telecommunications, business applications, and end-user support.

Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.

Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.

Directs the selection, supervision, training, and evaluation of assigned personnel; establishes performance expectations; provides coaching and corrective action; implements discipline in accordance with policy.

Oversees enterprise technology strategy and planning efforts; develops long-range technology plans and initiatives aligned with organizational objectives and service delivery needs.

Directs cybersecurity and information security programs; establishes policies, standards, and procedures to protect systems, networks, and data; ensures compliance with applicable regulations and security practices.

Oversees incident response, disaster recovery, and business continuity planning; ensures the development, testing, and maintenance of plans to support continuity of operations.

Directs the administration and support of enterprise applications and systems; ensures system performance, integration, reliability, and alignment with operational requirements.

Oversees the management and maintenance of technology infrastructure, including network systems, telecommunications, cloud environments, servers, and data storage systems; ensures system availability, capacity planning, and lifecycle management.

Directs the development, solicitation, and administration of contracts for technology services and projects; prepares scopes of work and specifications; evaluates proposals, negotiates terms, and monitors contractor performance.

Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.

Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.

Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in information technology; researches emerging products and enhancements and their applicability to City's needs.

Monitors changes in laws, regulations, and technology; evaluates impacts to operations; implements approved policy and procedural changes.

Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

Directs the establishment and maintenance of working and official division files.

Ensures staff compliance with City and mandated safety rules, regulations, and protocols.

Performs related duties and responsibilities as assigned.

Job Related and Essential Qualifications

Knowledge of: Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and supervision of staff. Public agency budgetary, contract administration, City-wide administrative practices, and general principles of risk management related to the functions of the assigned area. Principles and practices of budget development and administration. Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures. Principles and practices of leadership. Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. Applicable federal, state, and local laws, codes, and regulations. Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs; principles and practices of municipal government administration. Computer hardware installation, replacement, and repair. Computer operating and applications software including MS Windows, MS Office, Word, Excel, PowerPoint, Publisher, other MS tools, Corel Word Perfect, Adobe Acrobat, Illustrator, and Photoshop. Methods, practices, and equipment used in maintaining, repairing, testing, and adjusting electro-mechanical, pneumatic, and electronic systems. Analog and digital system fault diagnostic techniques and procedures. Procedures, equipment, materials, and tools used in electronics and electrical maintenance.

Principles of architecture, maintenance, and operation of digital computer systems and electrical systems; principles and technology to secure systems from unauthorized use. Principles of preventive maintenance and maintenance documentation. Operating characteristics of information systems equipment including host computers, printers, storage systems, controllers / multiplexers, communication switches, scanners, PC workstations / terminals, and other central or peripheral devices. Database backup and restoration. Hardware and software troubleshooting techniques. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for effectively representing the City in contacts with government agencies, community groups, and various business, professional, regulatory, and legislative organizations. Techniques for dealing effectively with the public, vendors, contractors, and City staff, in person and over the telephone. Techniques for providing a high level of customer service to the public and City staff, in person and over the telephone. Safe driving principles and practices.

Skill to: Operate various electric and electronic equipment and devices. Use hand tools and computer test equipment. Operate modern office equipment including computer equipment and software. Operate a motor vehicle safely.

Ability to: Plan, organize, oversee, and manage the staff and operations of the Information Technology Division. Develop and implement goals, objectives, practices, policies, procedures, and work standards. Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner. Provide administrative, management, and professional leadership for the division. Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Prepare and administer budgets; allocate limited resources in a cost-effective manner. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Analyze, interpret, summarize, and present technical information and data in an effective manner. Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural and legal guidelines. Establish, maintain, and foster positive and harmonious working relationships with those contacted during work.

Minimum Qualifications

Experience: Six (6) years of professional level experience in the information technology field, with at least three (3) years of supervisory experience. Training: Bachelor's degree from an accredited college or university in computer science, information technology, cyber security, or a related field. License or Certificate: Possession of an appropriate, valid driver's license and insurability at regular rates for the City's automobile insurance, to be maintained throughout employment. Possession of a valid CompTIA A+ Certificate, to be maintained throughout employment. Special Requirements: Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to mechanical hazards and electrical hazards; ability to travel to different sites and locations.
