DIVISION MANAGER (PLANNING)

Overview The Cincinnati Recreation Commission seeks a Division Manager of Planning to lead the planning, design, and implementation of the agency’s Capital Improvement Program. The role manages a diverse portfolio of projects, including the design and construction of new parks/playgrounds, major recreational facilities, renovations, and park enhancement initiatives that support the Commission’s mission and long‑term vision. Responsibilities Lead the planning, design, and implementation of the agency’s Capital Improvement Program. Manage a portfolio of projects ranging from parks and playgrounds to major recreational facilities and renovations. Direct, coordinate, and evaluate the work of professional and technical staff, including architects, engineering technicians, and other assigned personnel. Assign and review work, establish priorities, and facilitate collaboration among Recreation divisions. Ensure compliance with applicable laws, regulations, standards, and city policies. Maintain high levels of project quality, accountability, and timely delivery. Assist the Director in managing departmental operations, developing strategic plans, and advancing initiatives that enhance public spaces. Minimum Qualifications (KSAs) Knowledge Of Appropriate city, state, and federal laws, regulations, and procedures. Civil Service Rules and Human Resources Policies and Procedures. Management principles regarding program evaluation, staffing, and administrative analysis. Principles of supervision, training, and performance evaluation. Principles of research, data collection, and report preparation. Human resource management practices. Pertinent federal, state, and local laws, codes, and regulations. City government structure, administration, and services. Standard English grammar, usage, and spelling; business correspondence formats. Skills To Operate appropriate computer equipment and related software. Operate assigned vehicle in the course of duty. Establish performance targets and work priorities. Abilities To Implement and maintain positive employee relations. Promote and maintain highest integrity. Analyze and manage effective EEO/AA programs. Select, supervise, train, and evaluate subordinate staff. Process information with a high degree of attention to detail. Develop timelines for day‑to‑day activities with milestones and deadlines. Interpret city policies and procedures. Prepare clear and concise reports and oral presentations. Communicate clearly and concisely, orally and in writing. Maintain effective working relationships with City officials and the public. Use a personal computer in performing job duties. Perform statistical analyses. Plan complex work processes and procedures. Conduct meetings, hearings, interviews, training, and negotiations. Utilize a human resources information system and Microsoft Office Suite. Required Education and Experience Bachelor’s degree in business administration, public administration, or related field (required). Master’s degree preferred. Five years of supervisory experience in business management with a primary focus in strategic human resource management, project management, or change management. Relevant experience may substitute for education and vice versa. Other Requirements Valid driver’s license. Excellent communicator and team builder. Ability to work irregular hours, evenings, weekends, and travel as required.
