ENVIRONMENTAL COMPLIANCE SPECIALIST III Hazardous Materials Compliance Specialist

Main Purpose of Job The Environmental Compliance Specialist III will ensure compliance at hazardous materials transportation facilities and during en-route shipments with Maryland State regulations and federal requirements. The incumbent will also provide emergency response, professional technical assistance, and oversight for the mitigation of transportation-related incidents involving the release or threatened release of regulated hazardous materials and substances. This Position Involves The Following Working Conditions Exposure to uncomfortable or unpleasant surroundings, including outdoor environments. Must work outside in all weather conditions. Exposure to hazardous conditions that may result in injury such as hazardous materials incidents/ exposures. Working roadside, next to moving traffic, on major highways and secondary roads. Physical demands such as lifting 50 pounds or more, climbing ladders, and carrying equipment. Climbing into, onto, and under commercial vehicles. Lifting, carrying, and operating spill mitigation equipment. Donning personal protective equipment. Required use of protective equipment—such as goggles, gloves, masks, and etc. —during routine field work and hazardous materials response. The incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle. Minimum Qualifications Experience: Six years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control. Notes Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience. Selective Qualifications (Candidate MUST have these certifications due to the federal grant requirements for the position and time it would take to train someone who does not, estimated 2-3 years to become fully certified.) Current certification in North American Standard (NAS) Parts A and B through FMCSA/CVSA is required. Current certification as a General Hazardous Materials Inspector through FMCSA/CVSA is required. Current certification as a Cargo Tank Inspector through FMCSA/CVSA is required. Current certification as an Other Bulk Package Inspector through FMCSA/CVSA is required. Desired Or Preferred Qualifications Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit. Experience serving as a Hazardous Materials Technician or as a functioning member of a hazardous materials response team. Experience responding to hazardous materials incidents, including mitigation, containment, or support operations. Experience operating an emergency vehicle in the course of official duties. Experience investigating or assisting in post-crash vehicle collision investigations, including identifying pre-crash and post-crash vehicle defects. This Position REQUIRES Incumbent To Have The Following USDOT/ FMCSA Certifications And To Be Certified/ Eligible To Be Certified By The Maryland State Police Commercial Vehicle Enforcement Division To Conduct Roadside DOT Inspections And Enforcement Current FMCSA North American Standard Part A Certification. FMCSA North American Standard Part B Certification. FMCSA General Hazardous Materials Inspector. FMCSA Cargo Tank Inspector FMCSA Other Bulk Package If not currently certified, incumbent MUST obtain the CVSA Level VI HRCQ and Transuranic Waste Inspector Certification within 1 year of employment Limitations On Selection This recruitment is limited to current state employees only. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. Special Requirements The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies. MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination. MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.
