THE POSITION The State of Connecticut, Department of Public Health (DPH) is hiring a Public Health Services Manager to lead the Drinking Water State Revolving Fund (DWSRF) Program. The DWSRF provides low-interest financing to public water systems for projects that improve drinking water quality, support Safe Drinking Water Act compliance, and strengthen long-term system sustainability. In this role, you will oversee the program's three units that carry out project technical review, technical assistance, and program planning and administration. HIGHLIGHTS

In the Department of Public Health this class is accountable for directing statewide activities of public health programs and/or directing the staff and programs of a large section of the department.

Nine (9) years of professional experience in a health organization.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning, development and execution of a comprehensive health or health related program. NOTE: A health organization is defined as a large multi-dimensional agency with responsibility for developing, administering or regulating health programs. - ADDRESS: 410 Capitol Avenue, Hartford, CT
- WORK HOURS: Full-Time, First Shift, 40 Hours per Week
- SCHEDULE: Typical work schedule of Monday through Friday

- Provide leadership, coordination, and oversight of the Drinking Water State Revolving Fund (DWSRF) program, ensuring efficient, timely, and compliant use of federal and state funding.
- Direct development of the annual Intended Use Plan (IUP), federal capitalization grant applications, project priority lists, and related public processes, including issuing the annual Call for Projects and conducting public hearings.
- Ensure accurate, timely completion of all federal and state reporting requirements, including EPA performance reviews, DBE reports, the Governor's Annual Report, and grant-related submissions.
- Oversee the preparation and management of capital budgets, bond allocations, grant applications, loan agreements, and financial reviews, in coordination with the Office of the State Treasurer (OTT), Fiscal, Contracts, Legal, and other DPH units as applicable.
- Provide guidance, oversight, and quality assurance for engineering and technical staff responsible for project reviews, design evaluations, construction oversight, payment request review, and technical work products.
- Support public water systems-particularly small and medium systems-by managing outreach, technical assistance, and educational resources that enhance their access to and understanding of SRF funding.
- Monitor project timelines, loan closings, amendments, expenditures, and program performance; identify and resolve delays or complex engineering, administrative, or project management issues.
- Lead program modernization and process improvement initiatives, including maintaining and enhancing program communications, website content, and user-facing guidance.
- Develop and recommend DWSRF policies and procedures; collaborate with the Legal Office on regulatory updates and interpretations.
- Serve as liaison with internal DPH units, state and federal agencies, public water systems, engineering consultants, and external stakeholders; represent the DWSRF program at regional and national meetings.

- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public health, health education, health care administration, nursing, other health related fields, or public administration may be substituted for one (1) additional year of the General Experience.
- Experience leading complex public-sector or infrastructure funding programs, including project and program oversight
- Experience preparing and managing strategic plans, budgets, financial documents, and grant or loan materials
- Experience interpreting and applying federal or state regulations, compliance requirements, and reporting obligations
- Experience overseeing technical, engineering, or construction-related reviews and providing quality assurance
- Experience implementing process improvements, analyzing program performance, and resolving complex issues
- Experience with public communication, stakeholder engagement, and developing partnerships with municipalities, utilities, consultants, or government agencies
- Statewide Oral Health Program incumbents in this class must possess and retain a license to practice dentistry in Connecticut or must possess and retain a license as a Registered Dental Hygienist in Connecticut.
- Women, Infants and Children Program incumbents in this class must possess and retain certification as a Registered Dietitian.
- Incumbents in this class may be required to possess and maintain relevant registration(s) and/or certification(s).
- Incumbents in this class may be required to travel.
