POSITION SUMMARY
The mission and purpose of this position are to provide technical and managerial support to all Richmond Ambulance Authority (RAA) departments in the areas of safety and risk management. The Safety and Risk Manager serves as a staff specialist in safety and risk by developing, implementing, and monitoring procedures that effectively reduce accidental losses in the Authority and assure regulatory compliance. The Safety and Risk Manager also identifies risks that could impede the reputation, safety, security, or financial success of RAA. In addition, the Safety and Risk Manager will serve as the point of contact for proper maintenance and upkeep of all RAA Buildings.
POSITION DUTIES AND RESPONSIBILITIES
- Diligent adherence to protection of Personal Health Information (PHI) in accordance with the Health Insurance Portability and Accountability Act (HIPAA) regulations.
- Maintains high standards for health, safety, welfare and ethical behavior.
- Conducts him/herself in a professional manner.
- Maintain safety program data including policy documentation, record keeping, auditing and ongoing compliance.
- Provides training in the infection control plan, exposure control plan for blood-borne pathogens, airborne pathogens and other potentially infectious material. Is the Designated Infection Control Officer for RAA.
- Develop and implement programs and services to address specific safety needs of the Authority.
- Working with supervisory and mid-level management – assist with incident prevention, investigation, and remediation and interacts with the insurance carrier, investigators, and legal counsel in order to provide guidance and support to staff.
- Research, educate, perform testing, and maintain records to ensure RAA meets or exceeds Personal Protective Equipment (PPE) requirements.
- Instruct/Provide education on topics associated with vehicle operation, infection control, and workplace safety including but not limited to New Employee Orientation (NEO).
- Provides timely and strategic input to operations during incident investigations, corrective action planning, and follow-up activities such that the likelihood of repeated events is reduced. Verifies process enforcement in each case of gross non-compliance, and requests tangible evidence of same from appropriate staff.
- Research and develop new systems, processes, or procedures as identified by changes in operational needs.
- Coordinate and document safety system reviews for new processes and equipment.
- Analyze available loss information to identify loss trends, such as type of accident, department where the accident occurred, job type, or type of work being done.
- Assist in the production and collection of information that enables aggressive management of accidents and sentinel events.
- Research and study new and existing legislation, interpret standards of VAOEMS and NIOSH, and advise management on needed actions.
- Perform regular safety audits/inspections of departments. Report the findings and any recommendations for corrections to department heads.
- Enforce safety policies after audits/inspections, counsel managers, supervisors and employees
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, and participating in industry and professional groups and committees.
- Manage RAA driver monitoring programs in conjunction with a Commonwealth-approved EVOC training program.
- Monitors employee health status with regard to required immunizations, vaccinations, work injuries, work illness, on-the-job exposure, stress response, and fit for duty.
- Maintain an effective Safety Committee. Serve as chairperson of the Safety Committee. Provides education and training to committee members regarding meeting dynamics and planning, hazard assessment and control methods, prioritization of action items, and how to generate increased interest and employee involvement in the safety committee process.
- Manages facility upkeep and maintenance.
- Other duties as assigned.
MINIMUM EDUCATION REQUIREMENTS
- Bachelor’s degree in Administration or Management, or related field or four (4) years of progressive responsibility in safety and risk management closely related to Emergency Medical Services.
- Possess VAOEMS Designated Infection Control Officer, or ability to obtain designation within nine (9) months of employment.
- Comprehensive knowledge of Federal, State, and Local EMS agency regulations and employment health laws.
- Two years of management experience combined with employment health laws and regulations.
- Experience in adult teaching and learning methodologies.
- Possess and maintain a current Virginia vehicle operator’s license.
- Familiarity with electronic data processing.
PHYSICAL DEMANDS
- Must be able to sit for long periods of time.
- Must be able to lift up to 10 pounds of force occasionally, moderate lifting, carrying pushing and/or pulling.
- Required to have close visual acuity to perform an activity such as preparing and analyzing data and figures.
- Must be able to perceive the nature of sounds at normal speaking levels with or without correction and receive detailed information through oral communication.
CONDITIONS OF EMPLOYMENT

- Participation in the COVID-19 vaccination program, or having an approved medical or religious exemption on file with Human Resources is required for all Richmond Ambulance Authority Personnel.
