Working with County's central Finance Department and all PPW divisions, the Business and Financial Operations (BFO) Manager leads a team of 16 professionals who help manage our business and work behind the scenes to streamline processes and provide excellent customer service. The successful candidate will need to:

• Be comfortable operating in a highly collaborative, transparent, and team-oriented organization that is committed to continuous process improvement.
• Develop strong working relationships with County Finance Department counterparts and all PPW division managers.
• Lead a team of dedicated professionals to implement standardized process for handling and providing quality assurance for thousands of financial transactions per week.
• Provide technical expertise and mentorship to accountants, accounting assistants, management analysts, and your peers to ensure PPW's business and financial operations are successful.
• Be a self-starter, and inspirational leader who can train, manage, and motivate staff to execute a high-volume workload supporting diverse programs.

Your Future in this Role: Your leadership and knowledge will help institutionalize the merger of two former departments into a truly integrated and highly effective financial management model for one the most pivotal departments in the County. All PPW Division Managers are part of the department's senior management team and are considered trusted advisors to the Director and the Executive staff. The BFO Manager will work directly with the PPW Director team, division managers, and the central Finance Department leadership team, to develop and implement business and financial operations processes, strategic initiatives, and planning for the future of our assigned programs. Core Daily Responsibilities:

• Review and approve departmental expenditures for labor, supplies, contracts, services, and equipment procurement.
• Coordinate processes for daily transactions and biennial budget preparations with 14 fund managers and their support staff.
• Serve as a liaison to central Finance and work to improve financial management processes across the County.
• Actively participate in management meetings, decision making, and strategic planning.
• Improve department's financial asset management program to ensure that all capital assets are properly recorded in the accounting system from cradle to grave.
• Provide tactical and operational leadership for Planning and Public Works' BFO team (one Assistant manager, two supervisors and 13 individual contributors).
• Support and compile information to make extensive financial decisions.
• Track the flow of all funds (expenditures/revenue) assigned to PPW using data and performance metrics.
• Develop strategies, processes, and recommend changes to address fund performance issues or inconsistencies in reporting.
• Collaborate with the senior management team in developing, presenting, and implementing the Department's budget for operations, capital programs, maintenance, and administration.
• Analyze complex rate and cost-of-service fee models, recommend appropriate adjustments and implement changes.
• Establish and maintain effective working relationships with County officials, employees, and the public.

Minimum Qualifications:

• Bachelor's degree in finance, accounting, public administration, business administration, or a closely related field.
• Six years of progressively responsible work experience in monitoring and developing large complex budgets with multiple funds, accounting, financial planning, or experience that clearly demonstrates the ability to perform the work of this position.
• Experience working with capital budgets is also required.
• Must have three years of supervisory experience.
• Additional education and experience which clearly indicates the ability to perform the essential functions of the classification may substitute on a year for year basis.
