Police Lieutenant

GENERAL PURPOSE As a member of the Command Team for the Department, Lieutenants will lead, mentor, supervise, and support other supervisors, officers, civilian employees, and volunteers in the execution of the Department’s mission and objectives. The Lieutenant position has direct responsibility for the operations of either the Patrol Division or the Special Operations Division and is expected to maintain detailed awareness of day‑to‑day operations, proactively provide oversight, guidance, and evaluation. Lieutenants are responsible for numerous projects and programs, demonstrate a bias for action, make decisions independently, identify and address problems without prompting, and set goals for their division that align with and achieve the Department’s overall mission and objectives. As part of the Command Team, Lieutenants will provide input on strategic goals, priorities, policy, procedure, operations, training, and budget, and will have on‑call responsibilities. Lieutenants may periodically assume command of the Department in the absence of the Police Chief and Assistant Chief, interact with City officials, and represent the Department at community events. REPORTING RELATIONSHIPS Reports to: Assistant Police Chief Supervises: The Patrol Lieutenant directly supervises the Patrol Sergeants and the Reserve Officers; The Special Operations Lieutenant supervises the Detective Sergeant, Professional Standards Sergeant, Traffic Sergeant, and Victim Services Manager. MAIN JOB TASKS AND RESPONSIBILITIES Lead, support, supervise, and manage other supervisors, officers, civilian employees, and volunteers. Mentor and develop others at all levels of the organization. Maintain a culture of positivity, professionalism, productivity, problem‑solving, resilience, and accountability. Hold team members accountable to professional standards and document performance via evaluations. Exercise independent judgment and initiative while managing day‑to‑day activities to ensure effective procedures and practices. Identify deficiencies in police service delivery and implement corrective action. Make recommendations regarding the hiring, development, discipline, recognition, and promotion of employees. Handle complaints, grievances, inquiries regarding police services and performance, including conducting internal affairs investigations. Provide input on strategic goals, policy, procedure, operations, training, and budget. Assume command of significant incidents and investigations. Oversee all aspects of Division operations to ensure efficient performance. Communicate decisions and solicit feedback from Department staff. Represent the Department in public, media, and interagency engagements. Research and analyze trends/developments in law enforcement, integrating new methods into policy and culture. Maintain knowledge of policy, laws, and statutes. Develop reports and presentations on crime trends, investigations, and statistical data. Evaluate and recommend policy changes, including amendments or authoring. Manage large‑scale projects and processes. Respond to calls for service and perform basic policing functions as required. Convey a positive, professional image through actions, communication, and appearance. Perform other related duties as required or assigned. EDUCATION AND EXPERIENCE Bachelor’s degree from an accredited college or university preferred. Minimum of eight (8) years of full‑time law enforcement work experience, with at least three (3) years at the rank of Sergeant or above. Strong working knowledge of leadership and management principles. Completion of a first‑line supervisor course required. Completion of a command‑level leadership course or equivalent preferred. CERTIFICATIONS, LICENSES AND SPECIAL REQUIREMENTS Proof of citizenship and/or eligibility to legally work in the United States. Valid Texas driver license with satisfactory driving record (or ability to obtain one after hire). Possess, at a minimum, an Advanced Texas Peace Officer Certificate (out‑of‑state applicants may substitute equivalent experience and pursue advanced certification after hire). KNOWLEDGE, SKILLS AND ABILITIES Knowledge of modern law enforcement management principles and practices. Ability to apply principles toward effective resource management. Strong leadership skills and ability to apply them skillfully. Knowledge of technical aspects of crime prevention and law enforcement (e.g., arrest/force, search and seizure, evidence, investigations, patrol, traffic control, records management, and care of persons/property). Ability to learn new concepts and apply knowledge appropriately. Ability to perform independently or as part of a team. Ability to multitask and meet deadlines. Ability to establish and maintain effective working relationships. Excellent oral and written communication skills. Knowledge of relevant federal, state, and local laws, codes, and regulations. Knowledge of supervision, training, and performance evaluation principles. Ability to plan, organize, and manage time effectively. Analytical skills to identify solutions, project consequences, and implement recommendations. Proficiency in relevant software programs and technology. WORKING CONDITIONS AND PHYSICAL REQUIREMENTS Meet the Department’s fitness and wellness program standards within six months of hire. Work environment primarily office‑based with moderate noise and temperature. Occasional patrol work, high‑stress situations (details of violent acts, reports, images). Shift work including late evenings, early mornings, weekends, and on‑call duties. Occasional travel, including overnight stays, for training and business. Physical ability to exert up to 30 pounds of force occasionally, 15 pounds frequently, and 10 pounds constant; use of hands, wrists, fingers; adequate hearing, dexterity, mental acuity, reaching, repetitive motion, speaking, visual acuity. Wear issued uniform and equipment as required.
