What You Will Do As the Capital Projects Engineering Manager , you will lead high-impact projects from vision to reality while guiding a talented and dedicated team. You’ll oversee the planning, design, and construction of capital improvements that leave a lasting mark on the community. This role is hands-on, collaborative, and strategic. You’ll partner with internal departments, consultants, contractors, and the public to deliver projects that improve mobility, sustainability, and livability across the city. Essential Job Functions Under the general supervision of the City Engineer, this role manages the Engineering Division's capital projects function for the Community Development Department. Specific areas of focus include implementing the City’s Capital Improvement Program; providing professional engineering oversight in project programming, planning, design, construction and administration; managing staff and outside consultants and contractors; and coordinating with other agencies. This position coordinates with the Development Engineering Manager to efficiently schedule and assign duties to Engineering Division staff. This position reports to the City Engineer and supervises engineering staff as assigned. Division Management Responsibilities Establishes long-range goals and plans for the division and maintains short-range plans that accomplish division goals, including CIP project schedules, personnel allocation, budget, and operation. Develops and administers the division's budget in collaboration with the Development Engineering Manager. Holds assigned staff accountable for personal goals and contributions towards organizational objectives and values. Supervises and manages assigned staff, including performance reviews and other personnel matters. Evaluates need for and provides training opportunities and career development. Participates in staff selection and provides input. May serve as acting City Engineer when assigned. Capital Improvement Program Responsibilities In collaboration with the Development Engineering Manager, evaluates and coordinates staffing assignments and budgetary needs associated with the Engineering Division's capital improvement projects and private development functions. Administers the Capital Improvement Program (CIP) to ensure infrastructure aligns with the City’s Comprehensive Plan and adopted Master Plans. Manages capital project development, design, and implementation including technical research and feasibility analyses, funding and cost analyses, scheduling, public involvement, project budgeting and work plan development, project performance and results. Coordinates and integrates capital construction projects with regional, state, or federal jurisdictions, as well as with other city departments, special-interest groups, community organizations, and other stakeholders. Plans and oversees community-based participation to inform and explain project objectives and answer questions from the public, media, and other agencies. Resolves problems associated with projects and collaborates with a variety of people to solve technical, legal, and logistical issues. Serves as lead facilitator and liaison with consultants and contractors to initiate, negotiate, and finalize Professional Services Agreements and construction contracts and ensure work is performed according to the scope and schedules. Oversees project manager, project team, consultant, and contractor work throughout the project, including: a) conceptual design reports, studies, analyses, and permitting documents; b) acquisition of right-of-way and easements; c) review and approval of design progress documents; d) administration of public works contracts; e) project documentation; f) recommendations and/or approval of payments; g) project file maintenance. Reviews and recommends approval of change orders. Provides reports and status updates to the Community Development Director/City Engineer and other department managers in a clear and timely manner. Provides technical information and project direction to Engineering Division staff, consultants, contractors, and others on project teams. Provides feedback to project personnel and other assigned staff on a regular basis. Performs other duties as required. Education, Experience, Certifications Education: Bachelor of Science Degree in Civil Engineering is required. Experience: At least six years of related engineering experience, including a minimum of three years as a registered engineer in public works and capital improvement project management. Certifications: Registration in Oregon as a Professional Engineer is required. P.E.s from out of state will be given six months to obtain Oregon registration. Skills & Abilities Knowledge of mathematics, science, and civil engineering principles; municipal budgeting; contract management; and laws and regulations governing engineering and public works projects. Knowledge of safety standards and procedures. Able to learn City procedures, regulations, codes, and requirements related to construction, procurement, safety, operations, organization, and budget processes. Able to interpret and apply complex rules and regulations to technical and administrative details. Able to produce accurate estimates for time, funding, materials, and equipment for public works projects. Able to manage capital improvement projects with respect to time, staff allocation, and fiscal resources. Able to develop and implement construction schedules for timely and cost-effective completion. Strong computer skills, including project tracking, financial software, and MS Office. Strong oral and written communication skills for preparing project specifications, RFPs, and staff reports. Able to present to City Council, Budget Committee, and other committees.
