JOB DESCRIPTION

Description Hathiant is seeking qualified professionals to support the Grants.gov Information Technology Services program for the U.S. Department of Health and Human Services, Office of Grants, Division of Information and Solutions. Grants.gov is a highly visible, public-facing federal shared service that provides a centralized platform for applicants to find and apply for federal discretionary grant opportunities and for federal agencies to post, manage, and process grant application packages. The selected candidate will support the operation, maintenance, enhancement, modernization, security, performance, and user experience of the Grants.gov system. This work supports a mission-critical federal platform used by applicants, grantors, federal agencies, and partner systems across the grants lifecycle. Candidates should be comfortable working in a structured federal IT environment with strong emphasis on service continuity, stakeholder responsiveness, documentation, quality, security, accessibility, and disciplined delivery. Ideal candidates will bring experience supporting federal IT programs, public-facing web applications, grants management systems, cloud-hosted environments, Agile/SDLC delivery, system operations, application support, testing, cybersecurity, communications, or related technical and program functions. Prior experience with Grants.gov, federal grants systems, HHS, government shared services, or high-volume public-sector platforms is strongly preferred. Preferred Grants.gov / Federal Grants Experience. Required Experience Strong experience with Java 8+, Spring Framework, Spring Boot, Hibernate, Maven, REST APIs, JSON, Microservices Architecture, and Object-Oriented Design principles. Experience designing, developing, testing, deploying, and supporting scalable, secure, and maintainable enterprise applications throughout the Software Development Life Cycle (SDLC). Proficiency with ReactJS, including React Hooks, Redux, React Router, component lifecycle management, state management, and modern front-end development practices, along with strong JavaScript skills including DOM manipulation and asynchronous programming. Experience working with relational databases such as Oracle, PostgreSQL, MySQL, or SQL Server, including schema design, data modeling, normalization, SQL development, and query optimization. Experience developing and consuming RESTful web services and integrating applications with internal and external systems. Experience working with AWS cloud services, cloud-native application development, containerized environments, and modern software deployment practices. Experience using source control, CI/CD, and software lifecycle management tools such as Git, GitHub, GitLab, Bitbucket, Azure DevOps, Jenkins, or similar platforms. Experience working in Agile/Scrum environments, collaborating with cross-functional teams, and participating in sprint planning, backlog refinement, standups, reviews, and retrospectives. Strong analytical, critical thinking, and problem-solving skills, with the ability to troubleshoot complex technical challenges and develop effective solutions. Nice To Have Experience with Docker, Kubernetes, Terraform, or Infrastructure-as-Codetechnologies. Knowledge of DevSecOps, automated testing frameworks, application performance monitoring, and observability tools. Hands-on experience using AI-powered software engineering tools such as GitHub Copilot, Amazon Q Developer, Cursor, Claude, Gemini, or similar platforms to improve development productivity, code quality, testing, troubleshooting, and documentation. Experience supporting federal, healthcare, financial, or other highly regulated environments. AWS, Java, Spring, Kubernetes, Scrum, or cloud-related certifications. Experience developing AI-enabled applications, integrating LLMs, RAG architectures, AI Agents, conversational AI solutions, or intelligent automation capabilities.
