Working Title: HEALTH EDUCATOR CONSULTANT – 64006436 Agency: Department of Health This position serves as the Breastfeeding Coordinator and Breastfeeding Peer Counselor Coordinator for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) at DOH‑Lake. It also functions as a Designated Breastfeeding Expert (DBE). The role leads breastfeeding promotion, support, and training for the WIC Program at DOH‑Lake, provides consultation, direction, and oversight to WIC Breastfeeding Peer Counselors, and delivers breastfeeding promotion, support, and counseling to WIC mothers. The position is non‑supervisory. Responsibilities Provide breastfeeding promotion, support, and counseling to WIC mothers—counseling women individually, in groups, or by telephone to establish breastfeeding, overcome common barriers, and prevent common breastfeeding problems. Deliver the required second high‑risk nutrition education contact to all clients identified as high risk for Breastfeeding Complications, when that is the only high risk identified for that client. Call all clients scheduled for 8130V0 appointments within the appointment time and document in FL‑WiSE for all clients receiving contacts. Documentation in FL‑WiSE is completed by the end of the clinic day. Serve as a consultant to professional staff regarding breastfeeding; manage the breast pump loan program and breast pump inventory; provide training and consult with staff on teaching clients to use breast pumps; monitor the Breastfeeding Referral System daily and respond to all client requests for pumps. Arrange training of Peer Counselors; mentor new Breastfeeding Peer Counselors during their first six months, providing routine follow‑up, observation, and guidance; conduct monthly meetings with Breastfeeding Peer Counselors; monitor Peer Counselors monthly via direct observation and send copies to the Public Health Nutrition Program Director; participate in monthly Breastfeeding Coordinator and Peer Counselor Coordinator conference calls. Provide breastfeeding promotion, support, and training to WIC staff; monitor local agency breastfeeding rates and share statistics with WIC staff; encourage and motivate WIC staff to promote breastfeeding to participants. Develop and write annual breastfeeding program goals and objectives for the DOH‑Lake WIC Nutrition Program Plan; complete a Breastfeeding Needs Assessment; write updates on previous year’s goals and objectives. Plan, conduct, and evaluate in‑service education and staff development sessions on breastfeeding for WIC and Florida Department of Health Lake County staff; provide annual two‑hour breastfeeding training to WIC staff to meet WIC requirements; keep staff abreast of new information in the WIC program regarding breastfeeding. Write lesson plans for breastfeeding support groups and breastfeeding classes for breastfeeding mothers and prenatal clients; conduct breastfeeding classes for prenatal clients and facilitate breastfeeding support groups for WIC and breastfeeding women in the community; work with the Senior Breastfeeding Peer Counselor to ensure classes follow specified lesson plans and that there is a method of evaluation for each class or group. Promote breastfeeding and WIC to community groups by maintaining cooperative relationships and by participating in meetings and health fairs. Other duties as assigned. Required Knowledge, Skills, and Abilities Knowledge of and enthusiasm for breastfeeding. Ability to organize thoughts and present accurate information. Ability to document and keep accurate records. Ability to enter data quickly and accurately into a computerized database. Computer skills that can be learned on the job for Outlook, e‑mail, Word, People First, and FL‑WiSE. Ability to establish and maintain effective working relationships with others and deal effectively with a variety of people to resolve conflict while providing outstanding customer service. Ability to communicate effectively, verbally and in writing. Ability to use a computer, printer, scanner, fax machine, and calculator. Ability to type proficiently. Ability to understand and apply applicable rules, regulations, and procedures. Qualifications Willingness to work before, during, and/or beyond normal work hours or days in the event of an emergency. In‑office position only. Possession of an International Board Certified Lactation Consultant credential, Advanced Lactation Consultant credential, or an Advanced Nurse Lactation Consultant credential. Willingness to travel to different WIC sites in Lake County. Minimum of 2 years’ experience assisting breastfeeding mothers and infants. Preferred: Experience presenting to and providing breastfeeding education to groups. Experience training and/or mentoring co‑workers.
